في سلسلة مقالات تحت عنوان “ما العمل” سوف تنشرها طلعنا عالحرية ابتداءً من هذا العدد، يحاول الكاتب “جلال مراد” أن يجيب عن سؤال ما فتئ يلح على السوريين في هذه المرحلة، نتيجة انعدام الحيلة وعدم وضوح الطريق ، وتحييد السوريين عن دائرة الفعل .
“ما العمل” بمثابة دليل عمل يضع الناشطين العاملين في الحقل المدني على الطريق المناسب والذي يضمن للسوريين قوانينهم على الدولة بمؤسساتها مهما كان شكل السلطة المستقبلية لسورية، سواءً أكانت فدرالية أو جمهورية أو برلمانية أو تحت وصاية أو موحدة أو غير ذلك من الأشكال .
لا يشترط البدء بهذا الدليل بعد سقوط النظام أو وصول البلد إلى حالة من الاستقرار، إنما يمكن البدء به مباشرة. ويتميّز هذا الدليل بنقطة قوة تفتقدها مشاريع الحل الأُخرى بأنه لا مركزي ولا يشترط تنسيقاً كبيراً بين المناطق السورية المترامية الأطراف، يمكن البدء به من قرية صغيرة وصولاً للمدن الكبيرة ومن أي مكان على الأرض السورية سواء ما كان منها تحت سيطرة النظام أو في المناطق غير الواقعة تحت سيطرته.
يتكون دليل العمل من أربعة أجزاء من المهم للفاعل الاجتماعي والناشط المدني أن يلم بها جميعاً، وتشمل مقدمة نظرية تشرح توزع القوى الواقعية ومسارات اندفاعها وتفاعلها مع بعضها، وجزء اً يتعلق بنظام البلديات يتضمن خطة لتنظيم المناطق من الناحية الاجتماعية والاقتصادية وإرساء قواعد العدالة والقانون والمساواة، وجزءاً ثالثاً يتضمن نظاماً مبتكراً يسمى المقايضة المنظمة يقدم حلاً فعالاً وممكناً لنُدْرة النقد ويسرع عمليات التبادل بحيث يرفع مستوى دخل الفرد والجماعة، وجزءاً رابعاً يتعلق بطرق تشكيل فريق عمل متماسك عبر طرح أهم المعيقات والحلول لتلك المعيقات التي تمنع تعاون فريق العمل لتحقيق هدف ما .

“ تضخّم الفكر النظري على حساب اضمحلال الفكر العملي، أوقع السوريين بتوهان لحظة العمل”.
من الواضح بعد مرور هذه السنوات أن هناك استعصاء في التقدم وتحويل مقولات الانتفاضة إلى واقع مجسد. إن انعدام الوسيلة الواضحة والمنهجية، وافتقاد الاستراتيجية العامة للثورة جعلها في مهب الريح وانطبق عليها القول: “من لا يمتلك برنامجاً فإنه سيكون مرحلة في برنامج الغير”.
وهذا ما تم. ففقدان البرنامج الوطني الثوري الواضح جعل الناشطين يتعلقون بالمتاح، والقريب. فخيل إليهم أن هذه الدولة ستساعدهم، وتلك المنظمة ستنقذهم. غير أن الأمر تم دوماً على نحو مختلف. فقد استخدمتهم الدول وحرفتهم المنظمات عما يأملون، واستهلكت جل طاقاتهم في ملاحقة السراب.
بات من المهم للسوريين وضع استراتيجية ثورية واضحة تخط الطريق وتوحد الجهود وتصل بهم بعد طول تقهقر، وانتكاس ومحاولات فاشلة يحدوها الحماس.
ولكن ما هي السمات العامة لهذه الاستراتيجية؟
الضوء والعتمة:
كانت الطريقة خلال السنوات المنصرمة تتلخص في مناهضة النظام، ومحاربته، إما بالمظاهرات أو الاعتصامات، ووصل الأمر لاستخدام القوة. كما تم القيام بالعديد من البيانات والجهود الدبلوماسية لتحقيق هذا الغرض. مخرجات بعض هذه الطرق من الممكن أنها كانت مفيدة بداية الانتفاضة، لكنها حتماً خلال هذه الفترة والفترة اللاحقة لم تعد تجدي نفعاً.
كانت تتلخص كل هذه الطرق وإلى الآن في محاربة الظلام، ولعنه، والترصد لكل محاولاته في إخماد الإرادة الشعبية في الحرية والكرامة والسيادة.
ما حصل وسيحصل منطقياً، وعملياً في هذه الطريقة من النضال أن الجهود كلها سترتهن للظلام وأساليبه، وسيدخل النظام المعارضين له في ساحة يتقنها، وسيجد المنتفضين أنهم بحكم قانون الفعل ورد الفعل يرتهنون لأدوات ليست إنسانية ولا صالحة.
المناسب، وخصوصاً في هذه المرحلة، العمل على الضوء وليس محاربة الظلام. لأن تقدم النور بشكل حتمي سيكون على حساب اضمحلال الظلام. إن فك الارتباط، والانعكاس الشرطي النفسي عن النظام أمر جوهري لتحقيق هذه الغاية. العمل على النور يعني في تجليه الواقعي صناعة نظام صحي قائم على مبادئ قبول الآخر الحرية والكرامة، والإبداع والإنجاز. إن كل جهد يثبت أركان النظام الجديد يعني في الجهة المقابلة انحسار للنظام السابق.
سمات النظام الجديد:
إن سمات النظام الجديد تحددها أهدافه التي نطقت بها حناجر السوريين: الحرية، العدل، الكرامة. هذه الأهداف العامة تحتاج إلى بسط في الواقع. هذا البسط لم يتم إلى الآن فكرياً، وحتماً لم يتجلَّ سياسياً ببرامج واضحة ومحددة. كل ما قام به السياسيون في هذه المرحلة هو الحومان حول هذه الشعارات، مستعينين ببلاغات خطابية وشعارات وحماسة، غير أن مبدأ “كن فيكون” ظهر مرة واحدة في تاريخ العالم، ولا يمكن تحقيق هذه الأهداف لمجرد الرغبة بها.
إن بسط هذه الأهداف في الواقع وتحويلها لبرنامج عمل واستراتيجية لها مراحل للإنجاز يحتاج أيضاً فهماً للواقع، وفي أي مرحلة من مراحل التطور الإنساني هو الواقع السوري الآن. وما الأدوات المناسبة للانتقال بهذا الواقع، وما الموارد المعرفية، والمادية والتنظيمية المناسبة التي تناسب عملية التحول نحو الهدف العام. هذا الفهم المطابق للواقع من شأنه أن يكون الأرض الصلبة، والأساس المتين الذي يمكن من خلاله بناء صرح لنظام جديد في سوريا على الأقل.
للأسف تم تصور الواقع من قبل النخب وفهمه عبر نظاراتهم الأيديولوجية، هذا الفهم المشوه جعل تصور الواقع عند كل تيار إيديولوجي مختلف كل الاختلاف عن التصور لدى التيار الأيديولوجي الآخر. إن هذا العماء أدى لنشوب معارك معطلة لأي جهد إيجابي بين هذه التيارات.
ويبقى السؤال كيف هو شكل الواقع وما سماته ومحركاته وأين هو بالنسبة لسلم التطور الإنساني؟
بداية الطريق:
من المهم عند محاولة فهم الواقع أن نخلع النظارة الأيديولوجية، سواء أكانت تلك النظارات تمثل أيديولوجيا ماضاوية (على غرار الإخوان والحزب القومي السوري وغيرهما) أو نظارات حداثوية (على غرار الشيوعيين والعلمانيين وما بينهما).
سنلاحظ -إن فعلنا وخلعنا تلك النظارات- أننا سنرى بعد ذلك نسقين من المهم التفريق بينهما، لا بل إن التمييز بينهما هو البوابة التي نلج من خلالها لفهم الواقع كما هو:
النسق الأول: وهو النسق المشفوه الذي يتجلى بالبيانات والخطابات والتصاريح والمؤتمرات.. الخ
النسق الثاني: وهو نسق الأفعال والأحداث والصراعات الواقعية.
إن تمايز النسق المشفوه، عن نسق الأفعال عائد لازدواجية في العقل العربي، لن نتطرق لأسبابها الآن، لأنها مبحث تاريخي معرفي مستقل يدخل في باب تكوين العقل العربي. يكفينا في هذا السياق أن نُحيد جانباً النسق المشفوه، لأنه يعبر عن النظارات الأيديولوجية، ونلاحظ، ونسبر، ونحلل نسق الأفعال، فهو الحقيقة الفعّالة، العاملة، المؤثرة والتي تعيد تشكيل الواقع إثر كل نشاط.
الانفجار الأول:
أول ما يلفتنا في الانتفاضة هو انفجار المكون الإنساني في سوريا ضدّ النمط الواحد، ما حصل لقرون عديدة أن النظام الشمولي ضبط إيقاع البلد؛ ألغى التمايز، حول الشعب السوري إلى كتلة متجانسة شكلاً، وخلية واحدة تحتوي الجميع وتعمل بإيقاع واحد. عطل كل حالة صراع أو تعاون بين مكونات الشعب، سكن الحركة البينية بين هذه المكونات وفرض توجهاً عاماً، وثقافة عامة، ورغبات عامة. ذلك التماسك السكوني المحكم في اللحظة الأولى للانتفاضة انفجر، لتظهر دفعة واحدة الألوان من رحم الرمادي، والاختلاف من وهم التماثل، والتنافر والتجاذب من رحم الإحاطة الكلية الجامعة.
الواضح أن أي محاولة كانت في الأخذ بهذا المناخ الانفجاري نحو التوحيد، والتنظيم، والربط كانت محاولة فاشلة. محكوم عليها بالتمزق بفعل هذا الانفجار الخارج عن قبضة الهيمنة الشمولية.
بقي الانفجار يتوسع خلال السنوات المنصرمة، وخلال ذلك الانفجار بدأت الألوان تأخذ شكلها المكتمل، والاختلافات تبدي جوهرها. لا بل تبالغ -بحكم ردة الفعل والطاقة الانفجارية- في إظهار كيفها وسماتها الخاصة.
في هذه المرحلة الانفجارية لم يكن متاحاً حتى للتنظيمات أو الجماعات، أو الطوائف، أو الأعراق، لم يكن متاحاً للمكونات دون الوطنية، وما دون المكونات الوطنية جذب وتجميع مكونين أو ثلاثة بفعل الطاقة الانفجارية.
لكن هل دام الأمر على ما هو عليه في السنوات الأخيرة؟
