معيقات متوقعة
من المؤكد أن هناك قوى متمثلة بأشخاص، وكتل، وكتائب، وأجهزة أمنية، وفاسدين من مستغلي الأزمة، لن يسمحوا بتمرير عمليات التنظيم والبناء “الموصوفة في الجزء السابق”. وقد نجد على الطريق عقبات أخرى أيضاً.
من المهم تحديد تلك العقبات في البداية وتحديد مكامن القوة التي تمتلكها تلك العقبات، والعمل على استنباط الحلول المناسبة القابلة للتحقيق.
إن وضوح الرؤية، والعمل الإيجابي الوطني الاجتماعي النزيه سيجرد هذه القوى من الكثير من أسلحتها. إن إكساب هذا الجهد معنى اجتماعي، وخدمي سيزود القائمين على هذه الجهود بتأييد اجتماعي (من المناسب عدم وجود أي طرح سياسي أو أيديولوجي في هذه الجهود) إن الجهود الدعوية والتوعوية للعمل ستزيد حجم القبول والدعم الاجتماعي لفريق العمل. يمكن من خلال هذا الجهد الدعوي التوعوي بداية العمل أن يفضي لانخراط العديد من الشخصيات الاجتماعية في ذلك النشاط.
من الواحب عدم حشد كل العقبات معا في البداية، فالتوجه مثلاً نحو حل مشكلة المياه (ما قبل الوصول لعزل البلديات عن السلطات المستغلة أو غير الكفوئين) سيؤلب الفاسدين المتعلقين بهذا الملف فقط، ولن يؤلب الفاسدين في باقي القطاعات، إن إنجاز ونجاح ملف كملف المياه سيجمع عدداً أكبر من الناس حول الناشطين، ويزيد الكم العددي للمهتمين، وهذا يعطي دفعاً أقوى للبداية بالعمل لحل ملف جزئي ثانٍ.
إن هذه الجهود بتعاقبها، وتوسعها، واتساع الشريحة الاجتماعية الداعمة لها، ستشكل لها قوة تستطيع من خلالها التوجه للبلديات والبدء بالعملية المهمة وهي استقلال البلديات عن السلطات الفاسدة. وهذا يوازي على مستوى وطني عزل الدولة عن السلطات الجائرة.
المعرفة الموضوعية:
ما ذكر سابقاً هو مثال، وباعتقادي أنه يصلح ليكون أيضاً برنامج عمل مهم لاستعادة الدولة المخطوفة.
لكن من المهم بكل الأحوال أن يتحلى الفاعل بمعرفة موضوعية للواقع. هذه المعرفة التي بينا في استهلال ومتن الدراسة جانباً منها. وجانباً من أدوات البحث أيضاً الملائمة لهذه المعرفة.
سنرى الآن بيسر أن كل الجهود التي بُذلت في حالة الانفجار الأول نحو تنظيم الحراك كانت محكومة بالفشل، لأن صفة الحركة كانت بالابتعاد عن أي شكل من أشكال الوصاية أو الجمعية، بحكم أن اللحظة السابقة للانفجار كانت لحظة التحكم الشمولي بالمجتمع.
إن الجهود الحثيثة والعنيدة لدى الحالمين والدونكشوتيين في معاندة الحركة العامة للواقع وقواه تشبه حالة شخص يقف أمام قطار منطلق بسرعة في محاولة منه لإيقافه.
وفي مرحلة توازن القوتين، الانفجارية والجاذبة المركزية، بدأت الناس بالتحلق حول هوياتها الجزئية كما نوهنا. وبدأ بالتوازي مع ذلك بروز الأعلام المناطقية، والعائلية، والطائفية، والعرقية، وغيرها من الأعلام مقابل انحسار ظهور الهوية الوطنية المركزية بانحسار العلم السوري سواء العلم الخاص بالنظام أو العلم الخاص بالمعارضة.
أيضا كانت الجهود في هذه المرحلة التي تعلي من العلم الوطني محفوفة بالمخاطر، والتحجيم، وربما القتل بسبب طبيعة المرحلة. الفكرة العامة من كل ذلك الاستعراض تتلخص بضرورة فهم الواقع، حركة القوى في الواقع، مساره، تمهيداً للقيام بفعل مؤثر يقود للهدف الإنساني.
إذاً إن فهم الواقع فهماً موضوعياً ضرورة لإحداث تغيير حقيقي وإنساني في الواقع، وهذا ما كان غائباً عن المثقف السياسي الذي اكتفى بطرح المآل والهدف الأيديولوجي، دون وضع برنامج يتوافق مع روح الواقع في لحظاته المتعاقبة.
الجهد المثمر:
بعد أن رأينا أن للواقع حركته الخاصة، التي تدفع بقوة لا يمكن للإرادة الذاتية تغييرها، بل إنها تحطم أي إرادة لا تتوافق معها، وجب علينا التفكير بالكيفية المجدية لكي تقوم الإرادة الذاتية في تغيير مسار الأحداث، ثم هل من الضروري القيام بذلك، أم أن كل الجهود الإراداوية الموجهة من قبل يوتوبيا ما لا حاجة لها. ثم هل فعلاً حرف الأحداث باتجاه يوتوبيا ما وتصور ذهني عن الأفضل هو فعلاً أفضل للناس.
سأضع كل تلك الأسئلة المشروعة جانباً، وأركز فقط على أمر مهني إجرائي يتلخص بالكيفية الممكنة لتدخل الإرادة الذاتية في تغيير مسار حركة واقعية ذاهبة باتجاه ما.
الحقيقة أن هذا التأثير ممكن، فكما سبق وقلنا ليس بمقدور شخص إيقاف قطار مندفع بسرعة، لكن يمكن ليد خبيرة تغيير مسار القطار بتغيير اتجاه سكته.
فالتحليل السابق أظهر أنه مهما كان الشكل الخارجي للدولة السورية، فإن عامل الازدهار مرهون بالجهد الإرادي. ومن الواضح أن أي إرادة يقبع خلفها فكر محرك وقصدية واضحة، لكن ما طبيعة هذا الفكر وما هو وما محاوره ومحتواه؟
