توقف القصف بالصواريخ والطيران ومناوشات محدودة على الأرض
حلول يطرحها ناشطون:
– العمل على فك ارتباط جبهة النصرة بالقاعدة وجعلها أقرب إلى الثورة السورية والسوريين
– آخرون: خروج جبهة النصرة من سوريا، أو خروجها من بين المدنيين، أو حلها وإعادة استيعاب عناصرها السوريين في كتائب الجيش الحر
حاولت مجلة طلعنا عالحرية استطلاع الأوضاع في مختلف المناطق السورية عقب الإعلان عن اتفاق وقف إطلاق النار، لمعرفة مدى التزام الأطراف بها، كما حاولنا سبر آراء عدد من الناشطين والمواطنين بالاتفاق وفرص نجاحه، وبعض الأمور الإشكالية فيه كاستثناء جبهة النصرة.
اتفق الناشطون من مختلف المناطق على التزام جميع الأطراف النسبي بالاتفاقية؛ حيث أكد الناشط الإعلامي محمد الرفاعي من درعا أن “هناك التزام إلى حد كبير قد يصل إلى 90% إضافة إلى توقف طلعات الطيران” وكذلك في ريف درعا الغربي قال الناشط والإعلامي إبراهيم حمد إن “الالتزام في المنطقة من قبل جميع الأطراف يقارب نسبة 75%، رغم تسجيل بعض الخروقات اليومية والتي أدى بعضها إلى سقوط شهداء”، وأفاد حمد بأنه لم يتم تسجيل حالات قصف طيران إنما كان هناك طلعات جوية متفرقة. وفي الحسكة، قال الصحفي فرهاد أحمد إنه لم يكن هناك قصف بالطيران على منطقته أصلاً. وقد أعلنت القوات المسيطرة على الأرض هناك (قوات سوريا الديمقراطية) من جانبها الالتزام بهذا الاتفاق. وفي ريف إدلب قال الناشط الإعلامي محمد فتوح: “لم يكن هناك قصف إلا في منطقة واحدة فقط”.
بيان ريحان، موظفة في المجلس المحلي في مدينة دوما، تقول إن “هناك نوع من الالتزام بوقف إطلاق النار من قبل المعارضة، أما النظام فقد مارس بعض الخروقات في أطراف الغوطة” ويوافق ذلك ما نقله السيد خالد قاقيش من مدينة دوما ويعمل في القطاع الصحي، الذي رأى أن “المعارضة التزمت بشكل كامل لأنها شعرت بوجع الشعب، إلا أن النظام لم يلتزم تماماً بالهدنة”. وأيضاً وافق معتصم وهو ناشط في إحدى مجموعات متابعة وقف إطلاق النار أن الخروقات الأكبر من جهة النظام، فقال: “مع نهاية الأسبوع الأول من وقف العمليات العدائية حسب الاتفاق الروسي الأمريكي لوحظ وجود خروقات من قبل قوات النظام في ريف إدلب وريف اللاذقية وريف دمشق وريف حماة الجنوبي”، بينما أكد أن “الالتزام من طرف كتائب المعارضة كان أكبر بكثير”.
وفصّل الناشط والصحفي مصعب الحمادي ابن حماة بقوله “إن منطقة سهل الغاب بريف حماة تشهد اشتباكات محدودة في الجزء الشمالي القريب من مدينة جسر الشغور بسبب أهمية هذه المنطقة للنظام. وفي أول يوم للهدنة قصف النظام قرية الناجية التابعة لريف جسر الشغور والمحاذية لسهل الغاب فراح جيش التحرير التابع للمعارضة يقصف مواقع النظام في قرية جورين في سهل الغاب بصواريخ غراد.. عدا عن ذلك لم تسجل خروقات مهمة للهدنة، والطيران الروسي لم يقصف سهل الغاب بعد الهدنة” ويضيف مصعب: “في إحدى الحالات قصفت دبابة تابعة للنظام قذيفة -بالخطأ- باتجاه قلعة المضيق فقدم الضابط المسؤول من طرف النظام الاعتذار للأهالي عبر وسيط”.
عن خرق الاتفاقية وإمكانية نجاحها
قال فرهاد من الحسكة: “وإذا كان من طرف قد يخرق الهدنة فهو النظام كونه المستفيد الوحيد من الصراع المسلّح”. كما أعرب عن اعتقاده أن “نجاح الاتفاقية مرهون بقدر ما تتحقق مصالح الدول الكبرى”.
الناشط الإعلامي محمد الرفاعي من درعا بدا متشائماً من نجاح الهدنة معتبراً أن “المتضرر الأكبر هو الشعب السوري والهدنة هي فرصة للنظام وإطالة في عمره”.
وتتوقع بيان نجاح الاتفاقية بشكل عام. فيما ربط حمادي ذلك بحال “بقي التنسيق الأميركي الروسي في حالة جيدة”، وكذلك رأى معتصم أن النجاح يعتمد على “جدية المجتمع الدولي بدعمها وإيقاف الجهات التي تقوم بخرقها”
وأردف معتصم أنه “يجب البناء على استمرار الهدنة من أجل الوصول إلى حل سياسي وليس الإبقاء على الهدن بدون وجود تحركات سياسية لا تقتصر على مداولات لا تفضي إلى نتيجة”.
عن تمديد الهدنة
عبر معظم من شملهم استقراؤنا عن تأييدهم للتمديد، وشكّك حمد من ريف درعا بإمكانية التمديد “لأن المجتمع الدولي وحتى الأطراف التي سعت من أجل الهدنة لم تتعامل مع الملف بجدية، وكانت كل مبادراتها خجولة لم ترقَ إلى أبسط تطلعات الشعب السوري” وعبر عن تأييده للتمديد “في حال كان هناك خطوات عملية تتبعها بهدف وضع نهاية لهذه الحرب؛ بحيث تلبي مطالب الشعب في الحرية، أما إذا لم يحصل ذلك فلا يمكن ضمان استمرار التزام أي طرف من الأطراف بالهدنة، ومن الممكن أن يتطور الوضع إلى ما هو أسوأ”. وعلّل فرهاد أحمد من الحسكة تأييده للتمديد بأن “ذلك يفتح مجالاً للعملية السياسية وتجنيب السوريين المزيد من الدماء”. واشترط محمد فتوح من ريف إدلب تأييده بالتزام النظام بعدم القصف، مرجحاً شكوكه بمصداقية النظام وقدرته على الالتزام. في حين كان تعليل محمد من درعا لذلك بأن “مقاتلي الجيش الحر بحاجة إلى راحة وإعادة ترتيب صفوفهم” بعكس مروان من الغوطة الشرقية الذي توقع عدم تمديد الهدنة أو وقف الهجمات على مناطق الغوطة، بل برأيه أن “التهدئة هي عبارة عن راحة لقوات النظام” وعادت بيان من دوما لتؤكد تأييدها “بشدة لتوسيع الهدنة ووقف إطلاق النار”، واعتبر خالد قاليش من الغوطة أيضاً أن “بداية الحل هي الهدنة ويجب أن تستمر”. وأشارة معتصم إلى أن: “انخفاض العمليات العسكرية والهجمات بالطيران الحربي ساعد المدنيين بالعودة الى التحرك الثوري في الكثير من المناطق السورية المحررة وإعلاء صوت الثورة، خاصة أننا قريبون من الذكرى السنوية الخامسة لانطلاق الثورة”.
حول استثناء جبهة النصرة
قال حمد: إن “القرار لم يعجب الكثير من الناس خصوصاً في المناطق التي كانت جبهة النصرة سبباً في تحريرها من قبضة النظام وهي مناطق كثيرة في حوران”. وأضاف في سياق رؤيته للحلول الممكنة أن “جبهة النصرة من مكونات الثورة السورية، واستثناؤها يسبب مشاكل كبيرة ويجعل منها حجّة للنظام المدعوم بالطيران الروسي لقصف المناطق التي توجد فيها والتي هي أساساً مناطق مدنية، لذلك أتمنى عدم استثنائها بل محاولة تغيير مواقفها والعمل على فكّ ارتباطها بالقاعدة وجعلها أقرب إلى الثورة السورية والسوريين”. وكذلك قال محمد من درعا إن “الكثير من الأهالي معارضون لاستثناء جبهة النصرة لأنها تسيطر وتنتشر في الكثير من المناطق المدنية واستهدافها هو استهداف للمدنيين”. معتبراً أن التصرف الأفضل هو “ابتعاد النصرة عن المناطق السكنية وعدم وضع مقرات لها بين المدنيين، وعدم إعلانها تبعية أي مناطق لها”. وقريباً من ذلك ما ذهب إليه فتوح من ريف إدلب الذي اعتبر “أغلب الناس غير موافقين” لأن النصرة “موجودة ضمن مناطقنا ومنتشرة بشكل واسع” على حدّ قوله، ويرى فتوح أن شملها ضمن الاتفاقية هو الحل. وقال مروان عن النصرة: “جبهة النصرة إخواننا وبغض النظر أنهم غرباء أو أقرباء، يجب أن نقف معهم لأنهم دافعوا عنا، والحل هو إما تغيير الاسم أو أن ينضموا لباقي الفصائل”. بخلاف باقي النشطاء في الاستطلاع حيث قال فرهاد من الحسكة: “الناس بشكل عام تؤيد استثناء جبهة النصرة من هذه الاتفاقية طالما هي تعتبر نفسها فرعاً للقاعدة في سوريا، وقد يكون عزلها من هذه الاتفاقيات وأية تسويات سياسية هو التصرف الأفضل. فكلما زاد الضغط عليها ستضعف وسيكون ذلك أفضل من إنهائها عسكرياً”. وعبر مصعب حمادي عن موقفه النهائي من النصرة باعتباره “النصرة تنظيماً إرهابياً، وهو تابع لتنظيم القاعدة العالمي”، وأعرب عن اعتقاده بوجوب “معاملته معاملة داعش”، مضيفاً أنه “حتى السوريون الذين في النصرة إما يعبثون بالدماء لأجل المال والسلطة أو تكفيريين يريدون ذبح كل الأقليات بالإضافة لثلاثة أرباع السنة كونهم مرتدين!”. وبنفس الاتجاه ذهب خالد من دوما فبرأيه “الحلّ الوحيد هو إخراج جبهة النصرة من سوريا”. وفي نفس المدينة عبرت بيان عن تخوفها من استثناء النصرة لأنها “تمثل جزءاً كبير من الموجودين على الأرض وأصحاب التأثير، واستثناؤها يعطي حجة للنظام لقصف مناطق وجودها”. أما معتصم فيرى أن مسألة النصرة مجرد ذريعة: “لقد تم استخدام جبهة النصرة كحجة من أجل استمرار بعض العمليات العسكرية كما استخدمت من قبل داعش كحجة لبدء الضربات الجوية الروسية على المدنيين والمشافي وفرق الدفاع المدني السوري بالإضافة إلى كتائب الجيش الحر دون وجود ضربات حقيقية على قوات داعش”. معتبراً أن الطريق إلى حل هذه الإشكالية بالنسبة إلى المنتسبين السوريين هو “العمل على توعيتهم بخطورة التفكير القاعدي على أنفسهم وعلى المجتمع السوري، وتهيئة الأجواء لدمجهم من جديد في المجتمع.. حيث من الممكن إعادة استقطابهم من قبل كتائب الجيش الحر أو الكتائب الاسلامية المعتدلة”.
