هل حكم الأسد المسؤول عن الفشل الاقتصادي في سوريا؟
أم أنه ملازم للعقلية السورية حتى قبل وجود حكم الأسد؟
هل ما نعاني منه اليوم هو نتاج بذور تم غرسها بأيدينا سابقاً؟
بعد انطلاق الثورة السورية مطلع عام 2011، بدأ ظهور اتهامات كثيرة تلوم نظام الأسد بتفشي الفساد وتحويل سوريا إلى مزرعة للعائلة، ولا مجال للنقاش حول حقيقة هذه الاتهامات، حيث حولت عائلة الأسد الاقتصاد الوطني إلى مصدر دخل خاص للعائلة وأتباعها. لكن هل كان الوضع سيختلف فيما لو أن حافظ الأسد لم يصل إلى السلطة؟!
مراجعة لما قبل الأسد
بعد استقلال سوريا عن الانتداب الفرنسي بدأ الاقتصاد السوري بالنمو والتوسع من بلد زراعي إلى تطور بعض الصناعات، إلا أن توجه النخبة السورية آنذاك باتجاه الوحدة مع مصر مفتونة بالفكر القومي والممانعة، قضى على الكثير من المشاريع الناشئة بفعل التأميم.
كانت التجارة مهمة بالنسبة للاقتصاد السوري، والتي استفادت من موقع البلاد على طول طرق التجارة بين الشرق والغرب، وتتباهى المدن السورية بالصناعات التقليدية مثل النسيج وتعبئة وتغليف الفواكه المجففة والصابون وبعض الصناعات الثقيلة الناشئة. قضى التأميم على الكثير من الأحلام في تطوير الصناعات، وراح ضحية الفكر السياسي السوري كثير من المشاريع. وبالنظر إلى السياسات المعتمدة ما بين 1960 إلى 1980، فشلت سوريا في الانضمام إلى الاقتصاد العالمي الذي ازداد ترابطاً.
كانت سوريا من البلدان الأساسية الموقعة على الاتفاق العام السابق للتعريفات الجمركية والتجارة، لكنها انسحبت عام 1951 بسبب انضمام “إسرائيل”.
في هذه المرحلة المهمة من بداية نشوء اتفاقيات التجارة العالمية كان من الواضح وجود جانب من الاهتمام الاقتصادي لدى السوريين، لكن انسحاب سوريا من مثل هذه الاتفاقيات وتحولها نحو الانغلاق كان دليلاً على عدم نضوج الوعي الاقتصادي وأهميته في السياسة.
توسع الناتج الإجمالي المحلي للفرد من 80% عام 1960 ليبلغ الذروة عند حدود 336% من إجمالي النمو عام 1970، ليتبين لاحقاً أن هذا النمو غير مستدام، وتقلص ليصل إلى 33% خلال عام 1980.
من التأميم إلى الاستيلاء
رغم أن فترة الوحدة بين مصر وسوريا كانت قصيرة جداً، إلا أنها تركت أثراً كبيراً في فكرة الاستيلاء على الممتلكات تحت شعار التأميم، فلم تسلَم البنوك الخاصة والمعامل والشركات الصناعية من التأميم، ليتم الاستيلاء على كل المشاريع والمؤسسات الاقتصادية السورية، وحتى بعد انتهاء الوحدة، تابع البعثيون حملة الاستيلاء تحت شعارات إصلاحية زراعية وصناعية، ليتبين لاحقاً أن الأراضي ليست بالضرورة لمن يزرعها، فمن الممكن أن تصبح مزرعة خاصة لأحد رجال الدولة، كذلك المصانع لم تصبح لمن يعمل بها، وتحولت إلى مؤسسات خاسرة نتيجة الفساد والمحسوبية.
بعد أن ثبت فشل الدولة في تنمية الاقتصاد عبر إقصاء الشركات الخاصة، عاودت ضمن خطوات إصلاحية لفتح المجال أمام رجال الأعمال من جديد، وفق قوانين بدت متسامحة مقارنة بمرحلة الاستيلاء، إلا أنه وبأفضل الأحوال ما تزال القوانين وقواعد التجارة حتى الآن بحاجة إلى الكثير من التعديلات للتوافق مع منظمة التجارة العالمية.
في البحث عن الصناعات السورية ومساهمتها في الاقتصاد الوطني، يمكننا اختصار الصناعة المؤثرة والمهمة على قطاع النسيج والألبسة، فيما يشكل النفط أهم سلعة يتم تصديرها والاعتماد عليها من قبل الدولة، إلى جانب تصدير المنتجات الزراعية، والتأثير الحالي على الاقتصاد السوري لا يغير حقيقة غياب الصناعات في سوريا، فهل سيختلف الحال في مرحلة ما بعد الأسد؟!
عودة إلى واقع الثورة السورية وما تعايشه البلاد من صراعات وتداخلات دولية وإقليمية، لم تنتج هذه المرحلة سوى المزيد من التراجع في واقع الاقتصاد السوري، كحالة طبيعية مرافقة لظروف الحرب، مع غياب واضح لاهتمام المعارضة السورية في الشأن الاقتصادي، لتقتصر الاجتماعات والندوات حول الشؤون السياسية والفكرية والإعلامية، ليرشح عنها الكثير من الخطابات والتصريحات والبيانات، مع غياب تام لأي طرح حول خطط أو مشاريع دراسة قوانين لاقتصاد البلد، بل إن التوجه العام ما يزال يعمل وفق نفس الفكر السابق لعهد الأسد، حيث تتصدر التوجهات اهتمام الجميع، فيما يبدو أن الاقتصاد الوطني ليس إلا ملحق يتم تأسيسه وفقاً للتوجه بدلاً من بناء التوجهات والسياسات وفق استراتيجيات مبنية على أساس المصالح الاقتصادية.
