الجانب العنصري في الهوية الجزئية:
هو تلك الاعتقادات والممارسات التي تقود مجموعة ما للتعدي على مجموعة أخرى مستندة لمعتقدات عنصرية مفادها أنها تمتلك الحق في ذلك التعدي .
إن المعتقدات العنصرية تتحلق حول وهم التفوق للمجموعة إزاء أحساس بدونية المجموعات الأخرى .
لنلاحظ أن هناك تناسب عكسي بين وهن الهوية والمجموعة المعبرة عنها وقوة الجانب العنصري. فكلما ضعفت المجموعة قويت لديها العنصرية، وكلما قويت مجموعة وازدهرت ضعف لديها الجانب العنصري.
بكل الأحوال هذا يقودنا للنشاطين الذين تم استعراضهما سابقاً لحل هذه المشكلة .. فأي نشاط انساني يهدف إلى انعاش ورفاه وازدهار هوية جزئية يؤدي إلى قوتها وبالتالي ضعف الجانب العنصري لديها. وكل نشاط تعريفي اصلاحي بين الهويات المتجاورة جغرافياً يؤدي أيضاً لضعف الجانب العنصري لدى كلا الهويتين .
وعملياً هذان الجهدان المتاحان خلال هذه المرحلة بالذات، ضربنا مثال عن الجهد الأول من خلال “ نظام البلديات “ بشكل تفصيلي مما يتيح تقوية البنية الداخلية للهوية الجزئية مما يفقد الجانب العنصري العدواني جزء ليس بالقليل من قوته. أما الجهد الثاني فهو الموجه للعلاقات البينية بين الهويات الجزئية المتجاورة، وقد بينا دور المثقفين الوطنيين ومن يكون بجانبهم من رجال دين وزعماء عشائر ووجهاء اجتماعيين في عقد الندوات والاجتماعات الأهلية لتطويق امتداد الجانب العنصري في الهويات الجزئية، أو تحولها لاشتباكات. وأود أن أضيف عامل لا يقل أهمية عن هذه الندوات والاجتماعات وهو التبادل التجاري والتعاون الزراعي، أن إدراج المصالح المالية للأهالي بشراكات وتبادلات مالية يجسر العلاقات الصالحة بين الهويات الجزئية ويمهد لوجود كتلة أهلية من كلا الهويتين ترفض أي حالة تعدي أو فوضى ناشئة عن التوجهات العنصرية العنفية.
إن التأسيس لعلاقات اقتصادية بين الهويات الجزئية المتجاورة جغرافياً تجسر العلاقات الاجتماعية، وتحشد بشكل طبيعي مجموعة ذات مصالح عينية تقف في وجه أي اضطراب في العلاقة، والطبيعة تساعد في هذا الجهد بشكل تلقائي فالمواد والصناعات والمنتجات الزراعية المتواجدة في منطقة ما غير متواجدة في منطقة أخرى، هذا يتيح طبيعياً لتقوية هذه الرابطة واتساعها، وهناك فائدة أخرى يمكن الاستفادة منها في الحد من الجانب العنصري في الهويتين الجزئيتين المتجاورتين جغرافياً وهي توظيف مجموعة من المسلحين في كلا الطرفين ليضمنوا حسن سير عمليات التبادل الاقتصادي . هذا التعاون بين المسلحين في كلا الجانبين إن تم تحت وصاية وقيومية الأهالي من التجار والفلاحين والصناعيين سيعمق من جهة القوامية الأهلية على جزء من المسلحين وهذا هدف مهم، وسيخلق نواظم غير مقننه ولكنها ثابته بحكم المراس لتعاطي المسلحين في كلا المجموعتين عهود تضمن مصالح الطرفين. وهذه العهود هي خطوة مهمة في الحد من غلو الجانب العنصري العدواني في الهويتين الجزئيتين المتجاورتين .
هذا النشاط الاقتصادي ونظام الحماية المرافق له إن دمج لاحقاً وأخذ شرعيته عبر نظام البلديات سيتحول مع الوقت لنظام مستقر ثابت يحقق الغايتين الاستراتيجيتين. قوامية المجتمع الأهلي على السلطات المعتمدة على القوة، وسيضمن التقارب التدريجي بين الهويات الجزئية المتجاورة وتحجيم الجانب العنصري في كلا الجانبين.
