يرافق العم “أبو عمار” آخر أبنائه إلى مبنى الهجرة والجوازات في دمشق، حيث يزدحم عشرات الشباب الراغبين بالحصول على جواز سفر لمغادرة البلاد.
يقول أبو عمار: “ابني أصبح بعمر الخدمة الإلزامية، لذلك يجب أن يسافر ويلتحق بإخوته الذين سبقوه إلى مصر في 2013 لنفس السبب”، ويضيف العم: “في مصر استطاع أولادي أن يؤمّنوا حياتهم، كما أننا نعيش من المال الذي يرسلونه لنا”.
تتكرر مشاهد الهجرة لأبناء دمشق وريفها، حيث يندفع الشباب للسفر ليس خوفاً من الالتحاق بالخدمة الإلزامية فقط، وإنما تطلعاً لمستقبل قد يكون أفضل من الظروف الصعبة التي تعيشها بلادهم، ويجد الشباب في الهجرة طريقاً لإيجاد فرص عمل أو لاستكمال تعليمهم، في ظلّ تدني الظروف الحياتية والاقتصادية التي يعانون منها.
وكان عشرات الشباب قد استطاعوا في وقت سابق، الابتعاد عن عيون السلطات تجنباً من الالتحاق بصفوف الجيش، عبر الاختباء بالقرى النائية وعدم مغادرة المنزل إلا للضرورة القصوى، وتجنب العبور على الحواجز الأمنية.
الشاب “عبد الرحمن” (21 عاماً) تمكن من التخلف عن الخدمة الإلزامية لعامين قبل أن يقرّر الهجرة إلى مصر، يقول عبد الرحمن إنه كان متفائلاً بأن تتحسن الظروف، ويحل مسألة تخلّفه بدفع البدل أو بأي طريقة أخرى، في سبيل البقاء في مدينته. “إلا أن الحياة أصبحت من سيء لأسوء، الغلاء وقلة الخدمات من جهة، وعدم توفر فرص عمل جيدة، جعلت الأفق مسدوداً في وجهي، ولا حل إلا الهجرة”.
وجهة الهجرة:
تختلف الوجهات التي يقصدها الشباب المهاجرون؛ حيث تعتبر مصر إحدى الجهات الرئيسية، كما أصبح خيار السفر إلى ليبيا متاحاً، عبر مطار دمشق الدولي، بينما يتوجه العشرات للحصول على تأشيرة سفر إلى كردستان العراق، ولم تعد لبنان وجهة مفضلة، لتردي الوضع الاقتصادي وتراجع فرص العمل فيها.
وعلى عكس الحال في 2013 حين دفعت الظروف الصعبة بمئات الشباب والعائلات إلى الهجرة من سوريا، لاسيما المطلوبين أمنياً أو للخدمة العسكرية، واللجوء لطرق التهريب الخطيرة والباهظة الثمن، باتت سلطات النظام تسهّل الهجرة وتسمح للشباب -حتى المطلوبين- للهجرة بشكل نظامي عبر منحهم موافقات أمنية.
حيث خفضت تكلفة “الموافقة الأمنية”، ووفق “م ن” وهو أحد العاملين في مكاتب السفريات بالعاصمة دمشق، فإن تسهيلات كبيرة تقدم للسوريين الراغبين بالسفر وبالأخص إلى مصر.
وأوضح “م ن” أن مدّة الانتظار للحصول على الموافقة الأمنية أصبحت أقل، حيث يحصل السوريين على تصريح دخول تتراوح مدته بين شهر إلى ستة أشهر.
تأمين تكلفة الهجرة:
يلجأ العشرات من الأهالي لبيع عقاراتهم وجزء من منازلهم التي يسكنونها أحياناً، لتأمين تكلفة الهجرة لأبنائهم، ويقول “أبو مازن” وهو من سكان ريف دمشق أنه عرض قسماً من منزله للبيع لتأمين تكلفة هجرة لاثنين من أبنائه. يوضح أبو مازن: “البيع في هذه الفترة سهل جداً، ولكن الأسعار قليلة مقارنة بقيمة العقار”، ويضيف: “إنني مضطر لتأمين المبلغ لسفر ابني الذي أصبح بعمر الخدمة الإلزامية”.
تقتصر الهجرة في معظم الأحيان على عدد محدد من أفراد العائلة، نظراً لارتفاع الأكلاف، وهم بالغالب من فئة الشباب، ويبرر أبو مازن: “نحن عشنا ما يكفينا، وما عاد لنا طمع في الحياة”، ويضيف: “ خلي الشباب ياخدوا فرصتهم ويعيشوا حياة أفضل”.
الهجرة من الشمال المحرر:
رغم مخاطرها وعدم توفر خيارات كثيرة للهجرة، يصرّ الشباب على الخوض فيها، هرباً من حالة عدم الاستقرار والتهديد الدائم بحملة عسكرية، كما أن الفقر وقلة فرص العمل هما من أهم الأسباب التي دفعت لهجرة مئات الشباب.
تقتصر الوجهة الرئيسية إلى تركيا المتاخمة لحدود المناطق المحررة، ومن ثم يسعى الشباب للهجرة إلى دولة أوروبية، في ظروف صعبة وعبر طرق شديدة الخطورة ومرتفعة الأكلاف.
يقول “مهند” بعد أن تمكن من مغادرة إدلب بواسطة أحد المهربين إلى تركيا، وبعدها لجزيرة قبرص اليونانية، إن تكلفة رحلته بلغت حوالي 5 آلاف دولار أمريكي، إضافة إلى المخاطر التي تعرض لها خلال الرحلة: “نجوت من الموت المحتم مرتين، إحداها عند القفز من الجدار التركي حيث أطلق علينا حرس الحدود (الجاندرما) النار، وبعدها في عرض البحر غرقاً في طريقنا لقبرص” حسب كلام مهند.
ولكن بعد الرحلة الشاقة تمكن مهند من تأمين عمل بأجر جيد في مجال البناء في قبرص، يوضح مهند: “يمكنني خلال بضع سنوات أن أسدد ديوني، وأن أجمع مبلغاً يمكنني من الاستعداد للزواج أو افتتاح مشروع”، وأردف: “لم تكن هذه الفرص لتتاح لي لو بقيت في إدلب”.
أما “أبو محمد” وهو سائق سيارة في أعزاز بريف حلب، فيقول إنه ينقل يومياً عشرات الشباب إلى الحدود التركية، من الذين يريدون السفر لتركيا عن طريق المهربين. ويوضح أبو محمد: “سعيد الحظ من يستطيع الدخول، حيث تبوء عشرات محاولات التهريب بالفشل، ولكن الشباب يصرّون على تكرار التجربة رغم مخاطرها”.
وعلى ما يبدو، لا يفكر معظم الشباب المهاجرين بالعودة إلى سوريا في الوقت القريب، بل يفرون عنها محاولين الابتعاد نحو مستقبل باعتقادهم أنه سيكون أفضل.
