يتلازم المساران العسكريّ والتفاوضيّ في سوريّة في آنٍ، بالرغم من أنّ تقدّم أحدهما يقتضي تراجع الآخر. وبالترابط مع انعدام الحسم العسكريّ تغدو فرص التفاوض مرجّحة على فرص الحسم العسكريّ وأكثر واقعية وأقل تكلفة.
وما صدور قرار مجلس الأمن 2254 أساساً إلاّ تعبيراً عن أرجحية التفاوض لقطع الطريق على خمس تهديدات أساسيّة لبنية النظام الدوليّ؛ تهديدات متداخلة ومتراكبة زمنياً ومنطقياً وواقعياً: التهديد الأول هو ابتعاد الحسم العسكريّ وتكلفته على أصعدة مختلفة عسكريّة وماليّة وبشريّة، وما يحمله من إمكانية التورط في المستنقع السوريّ. أمّا الثاني فهو الوضع الإنساني في سوريّة والمرتبط بالحصار والجوع والاعتقال والقتل تحت التعذيب… وما يشكِّله هذا الوضع من ضغط على النظام العالمي ومنظماته الدوليّة لاحتوائه بشكل من الأشكال أو الالتفاف عليه. والثالث هو اللجوء والنزوح وما يترتب عليهما من مشاكل الاندماج والعنصريّة والأمن والأموال التي تطال الجميع بنسب متفاوتة. والتهديد الرابع هو الفوضى وما تشكِّله من فرصة كبيرة لقوى جهاديّة برزت بشدّة ولا تعير انتباهاً لحسابات الربح والخسارة بالمعنى التقليدي، وليست ﻣﺤﻜﻮﻣﺔ ﺑﺎﻋﺘﺒﺎﺭﺍﺕ ﺍﻟﺘﺴﻠّﺢ ﻭﺍﻟﺮﺩﻉ كالدول القوميّة. وأخيراً، التهديد الخامس هو الدولة السوريّة الفاشلة؛ لضعف تحكمها بالسلاح والثروة والقضاء والإعلام من جهة أولى، وعدم تحمل مسؤولياتها في الأمن والاستقرار على المجالات الداخلية والإقليمية والدولية من جهة ثانية. ولهذا يسعى النظام الدوليّ إلى عملية تفاوضيّة كضرورة وليس كهبة منه.
أمّا وقد التحق وفد المعارضة السوريّة بمفاوضات جنيف استناداً إلى قرار مجلس الأمن وإلى تطمينات وضمانات مكتوبة بتطبيق البندين 12 و 13 منه، فيجب على الوفد المفاوض، ويمكن له، عدم الانجرار إلى عدة تحولات يجري العمل لتحقيقها وإفراغ عملية التفاوض من مضمونها ومنها مثلاً:
يجري العمل على تحويل المفاوضات إلى مباحثات أو محادثات؛ الشيء الذي يسلب وفد المعارضة قيمته السياسيّة. وتحويل مشروع تشكيل “هيئة حكم انتقالي كاملة الصلاحيات” إلى “حكومة وحدة وطنيّة”. وتحويل الهدف من انتقال سياسيّ إلى إصلاح سياسيّ. وتحويل مجرم الحرب إلى محارب للإرهاب. والتحول لتجزئة قرار مجلس الأمن، في حين أنًّ فاعليته تكمن بكليته لا بأجزائه. وتحويل التفاوض عن مجرمي الحرب واعتبارهم شركاء. وتحويل الأعين عن تضحيات السوريين. وتحويل الوصل الواقعي بين المسار السياسي وبين المسار الإنساني إلى فصل افتراضي بينهما؛ الشيء الذي يضيّع مسألتي المسؤولية والعدالة من جهة، ولا يجيب -من جهة أخرى- عن سؤالين أساسيين يرتبطان بهاتين المسألتين وهما: لماذا حدثت هذه الكارثة الإنسانية بالسوريين؟ ومن يقف وراءها؟ وإذا ما تمت هذه التحولات ووافق وفد المعارضة عليها سيكون مؤتمر جنيف الوجه الآخر لداعش، وسيطِّبق هذا المؤتمر شعار داعش في البقاء والتمدد.
من هنا تبدو “التطمينات والضمانات” الدوليّة و “نية” الهيئة العليا للتفاوض في “اختبار جديّة ﺍﻟﻄﺮﻑ ﺍﻷﺧﺮ ﻣﻦ ﺧﻼﻝ ﺍﻟﻤﺒﺎﺣﺜﺎﺕ ﻣﻊ ﻓﺮﻳﻖ ﺍﻷﻣﻢ ﺍﻟﻤﺘﺤﺪﺓ ﻟﺘﻨﻔﻴﺬ ﺍﻻﻟﺘﺰﺍﻣﺎﺕ ﺍﻟﺪﻭﻟﻴﺔ ﻭﺍﻟﻤﻄﺎﻟﺐ ﺍﻹﻧﺴﺎﻧﻴﺔ ﻛﻤﻘﺪﻣﺔ ﻟﻠﻌﻤﻠﻴﺔ ﺍﻟﺘﻔﺎﻭﺿﻴﺔ ﻭﺇﺗﻤﺎﻡ ﻋﻤﻠﻴﺔ ﺍﻻﻧﺘﻘﺎﻝ ﺍﻟﺴﻴﺎﺳﻲ ﻋﺒﺮ ﺗﺸﻜﻴﻞ ﻫﻴﺌﺔ ﺣﻜﻢ ﺍﻧﺘﻘﺎﻟﻲ ﻛﺎﻣﻠﺔ ﺍﻟﺼﻼﺣﻴﺎﺕ ﺍﻟﺘﻨﻔﻴﺬﻳية” تبدو تطمينات نافلة ونيّة في غير محلّها. ومثل هذه التطمينات وهذه النيّة المعلنة ما هي إلاّ سياسة الباب الموارب؛ نصف مفتوح نصف مغلق الذي لخصته فيروز بأغنية تعا ولا تجي!
فقد فشلت روسيا بثلاث مسائل وهي: إدخال عناصر في وفد المعارضة واستبعاد أخرى منها. وفي تصنيف الإرهابيين. وفي تشكيل وفد ثالث. بينما نجحت في ثلاث مسائل: تأخير بدء التفاوض قرابة شهر. وإحداث تغييرات على الأرض كاسترجاع “سلمى وربيعة والشيخ مسكين”. وإمداد النظام بجرعة أمل نأمل أن تكون وهمية.
يبتزّ النظام وحلفاؤه هيئة التفاوض العليا والوفد المفاوض بالإرهاب، وما على الهيئة العليا للتفاوض ووفدها المفاوض إلّا ابتزاز النظام بوصفه مجرم حرب. وقد تمّ استبعاد ممثل جيش الإسلام من الوفد المفاوض مرحلياً على أمل أنْ يعود إلى الوفد في مرحلة لاحقة.
ويبقى تصدير الإرهاب وتشكيله خطراً على المدنيين -لا على الدول القومية- ناظماً للتوجهات الدوليّة. وتبقى مشكلة التورط في المستنقع السوري، وتبديد الثروة والقوة والتعامل بفاعلية وأقل تكلفة بوصلة ترشد المواقف الدوليّة. يجب ويمكن العزف على مثل هذه المعطيات؛ فقوة وفد المعارضة في المفاوضات تكمن بتضحيات السوريين الأسطورية أساساً لإنجاز تغيير وطني ديمقراطي، ويساند هذه القوة الواقع الذي جعل الجميع بحاجة إلى عملية تفاوضية. الشيء الذي يجعلنا نقول للهيئة العليا للمفاوضات ولوفدها المفاوض: أنتم أقوياء وعليكم التفاوض بقوة لإنجاز طموحات السوريين.
