بعد طول انتظار قوافل المساعدات والإغاثة التابعة للأمم المتحدة على الحدود التركية لأكثر من أربعة أيام لتحصيل الموافقة من النظام السوري وفق الاتفاق الروسي الأمريكي حول الهدنة المزعومة.
دخلت قوافل الاغاثة ليتم استهدافها عبر قوات جوية سورية و/أو روسية، حيث وصلت قوافل الأمم المتحدة للإغاثة إلى أورم الكبرى بجانب مقر الهلال الأحمر العربي السوري في ريف حلب الغربي، لتتلقى ضربات مدمرة من سلاح الجو الحربي لعدة ساعات تلاها سقوط لعدد من البراميل المتفجرة التي ألقتها مروحيات النظام السوري.
أكد محليين وناشطين وأعضاء في الهلال الأحمر العربي السوري معلومات حول استهداف قوافل المساعدات الأممية، وقد فقد 14 شخص حياتهم أثناء الاستهداف، من بينهم عمر بركات مدير مركز الهلال الأحمر العربي السوري في أورم الكبرى إلى جانب عدد من العاملين في الإغاثة والسائقين.
المساعدات الإنسانية كانت دائماً على قائمة أولويات أي مفاوضات سابقة، حيث يستمر النظام السوري في استخدام سياسة الحصار والتجويع ضد المدنيين القاطنين في المناطق المحررة من سيطرة قواته وميلشيات حلفائه الإرهابيين، وعاش عموم السوريين في المناطق المحاصرة على أمل للإستفادة من الاتفاق الروسي الأمريكي حول هدنة لم يكشف عن تفاصيلها، ليتبين لاحقاً أن أهم الأولويات لا قيمة لها لدى النظام السوري حتى وإن كانت برعاية وإدارة أممية.
وقد سبق استهداف قوافل المساعدات في شمال سوريا أن تم العبث بالمساعدات الأممية المتجهة إلى معضمية الشام، حيث تعرضت القافلة إلى تفتيش على حواجز عسكرية تابعة للفرقة الرابعة قبل دخولها إلى المنطقة المحاصرة، حيث تعمدت قوات النظام إلى تفريغ محتويات السلة الغذائية وخلطها ببعض لتصبح خليط من السكر والملح مع البرغل والعدس والأرز والذرة، ولم تسلم أي شاحنة من القافلة من العبث حتى باتت المساعدات غير قابلة للاستخدام البشري ولا يمكن إعادة فصل المواد عن بعضها البعض.
مرت حادثة العبث بمواد القافلة الاغاثية إلى المعضمية بصمت، دون أي توضيح أو تدقيق من الأمم المتحدة، إلا أن الاستهداف الحربي لقافلة المساعدات في الشمال حصل على بعض الأصوات الإعلامية وبعض التصريحات الغاضبة من قبل مسؤولين لم تتجاوز في حدود الأفعال لأكثر من قرار تعليق أعمال الإغاثة حتى إعادة تقييم الأوضاع الأمنية.
