قرارات لدعم الخبز في إدلب..
اتخذ الحاج أبو محمود من سكان مدينة إدلب قراراً بمقاطعة شراء الخبز، بعد أن أصبح عبءاً إضافياً مع ارتفاع سعر الرابطة وتقلص وزنها.
يقول أبو محمود 61 عاماً إنه قبل أسابيع قليلة كان يتحمل عناء الذهاب إلى الفرن مع طلوع أشعة الشمس الأولى ليصطف في طابور طويل بانتظار شراء ربطة الخبز المدعومة بمدينة إدلب. ويروي الحاج أنه كان يواظب على رحلته اليومية للحصول على ربطة الخبز التي كانت تحوي على 14 رغيف بسعر 5 ليرات تركية، على حين تباع دون دعم بنفس السعر ولكن بعدد 9 أرغفة فقط. يقول أبو محمود: “يمكنني الحصول على ربطة واحدة فقط، لأن عدد أفراد أسرتي أقل من 4 أشخاص”. ويضيف: “ينتهي البيع حوالي الساعة العاشرة لذلك أنا مضطر للقدوم باكراً، وإلا لن أتمكن من الحصول على الخبز وتوفير بضع ليرات نضعها في التزامات أخرى”.
بدأت قصص طوابير الخبز في مناطق سيطرة النظام أولاً، والتي تعاني من نقص في كميات الطحين وتراجع دعم حكومة الأسد لمعظم المواد الأساسية، بينما كان أهالي محافظة إدلب الخاضعة لسيطرة هيئة تحرير الشام المتمثلة بحكومة الإنقاذ تتمتع بوفرة الخبز في معظم الأفران وبكميات جيدة، ولكن بسعر مرتفع بعض الشيء، حيث تعتمد المنطقة على الطحين المستورد.
ومنذ أن شهدت الليرة التركية تراجعاً بقيمة صرفها (وهي العملة المتداولة في هذه المنطقة)، تراجعت كميات الخبز، وتقلص عدد الأرغفة في الربطة الواحدة، تزامناً مع ارتفاع سعرها؛ ما دفع الأهالي لتنظيم احتجاجات ضد حكومة الإنقاذ كان شعارها “إلا رغيف الخبز يا حكومة” مطالبين بدعم هذه المادة.
وكان مجلس الشورى العام قد عقد مع مجلس حكومة الإنقاذ اجتماعاً طارئاً في معبر باب الهوى بحضور زعيم هيئة تحرير الشام أبو محمد الجولاني، في 23 من تشرين الثاني/ نوفمبر الماضي، قرروا خلاله تثبيت سعر ربطة الخبز بـ 2.5 ليرة تركية بوزن 600غ ضمن خطة تمثلت بدعم 40 فرن كمرحلة أولى، بمبلغ قدره 3 مليون دولار، لتنتقل بعدها لدعم باقي الأفران، والتي يبلغ عددها 116 في عموم مناطق إدلب. كما انتهى الاجتماع بتقديم وعود بعدم تأثر سعر رابطة الخبز بأي عوامل اقتصادية أخرى، إلا أنه بعد فترة وجيزة أعادت الحكومة رفع سعر ربطة الخبز المدعوم لـ 5 ليرات بعدد 14 رغيف للخبز المدعوم، و9 أرغفة للخبز الحر.
“أي دعم … ليش ضل دعم؟” بهذه العبارة أجاب أحد أصحاب أفران مدينة إدلب طالباً عدم ذكر اسمه.
وأوضح صاحب الفرن نفسه لطلعنا عالحرية أنه مع بداية تقديم الطحين المدعوم للفرن كان البيع يستمر حتى منتصف النهار، وتدريجياً بدأ بالانخفاض حتى الظهر، ثم صارت ساعات البيع لا تتجاوز العاشرة صباحاً. حيث بدأت كميات الطحين المدعوم من حكومة الإنقاذ بـ 9 طن، ثم انخفضت حتى 4 طن، وإلى أقل من 2 طن خلال الفترة الأخيرة، وهو ما كان يدفع عشرات الأهالي للوقوف بطابور الخبز باكراً للحصول على ربطة خبز مدعوم.
ووفق صاحب الفرن فإن الحكومة دعمت الطحين عندما سجلت الليرة التركية 18 أمام الدولار، وبدأ دعم الأفران يتناقص مع تحسن سعر صرف الليرة.
ورغم مشقة الحصول على الخبز المدعوم إلا أن عشرات الأهالي كانوا مضطرين للحصول عليه، لا سيما الأسر التي لديها عدد أفراد كبير، خاصة مع تراجع القدرة الشرائية وندرة فرص العمل. ولكن حكومة الإنقاذ في إدلب عادت لتقلص وزن ربطة الخبز، قبل أن تقرر إيقاف دعمه أيضاً، لتصبح الربطة بوزن 650 غرام، وبنفس سعرها 5 ليرات تركية للربطة الواحدة.
وبررت الحكومة سبب الارتفاع بغلاء أسعار الطحين، وكانت قد أوقفت في 8 آذار/ مارس الماضي عملية بيع الخبز المدعوم، ووعدت بإعداد خطة جديدة لدعمه، إلا أنها بقيت في طي النسيان بحجة أنها قيد الدراسة، وفق ما أوضح نشطاء في إدلب.
ويقول أبو محمد، وهو تاجر في ريف إدلب، إن أسعار الطحين انخفضت منذ أكثر من أسبوعين، كما شهدت أسعار المحروقات انخفاضاً طفيفاً، على حين بقي سعر ربطة الخبز على حاله، ويعلق أبو محمد: “لو صار غلا فوراً بيرفعوا السعر.. أما بالرخص بينتظروا كتير”.
وكانت قرارات مؤتمر دعم الخبز، قد أكدت على تثبت سعر الربطة المدعومة مهما طرأت تغيرات على سعر صرف الليرة، إلا أن قرار تخفيض الدعم قبل إلغائه اتخذ بشكل غير مباشر عبر خفض كميات الطحين، وتضييق الخناق على أصحاب الأفران بفرض شروط “تعجيزية” نفّرت عشرات أصحاب الأفران الذي رفضوا العمل بالطحين المدعوم، بسبب المشاكل التي سببها لهم مع الأهالي؛ حيث تنشر الرواية الرسمية للإنقاذ أنها كانت تدعم الأفران بكميات كافية، على حين لم تكن تلتزم بالكميات المعلن عنها.
وكان قرار إيقاف دعم الخبز قد أسهم بإنهاء مشكلة الطوابير التي كانت تزدحم على أبواب الأفران، لكنه أحلّ مكانها مشكلة أدهى وأمر تجلت في عدم قدرة عشرات الأهالي على تأمين قوت العيش المتمثل برغيف الخبز.
