ملحق:
في هذا الملحق مثال مفصل للنشاط الوطني المجدي الذي يمكن الاحتذاء به مع مراعاة خصوصية كل منطقة في سورية.
مشروع البلديات:
الدولة والسلطة
الدولة بمؤسساتها يجب أن تكون هدفاً للنشاط من خلال: – العمل على فصلها عن السلطة في مناطق سيطرة النظام.
– العمل على تنظيم عقود ضامنة لاستقلال الدولة ومؤسساتها عن الكتائب.
– العناية بأن يتم تفعيل نظام الإدارات المحلية وقيوميتها على البلديات.
– العمل ولو بنسب ومقادير معينة على إعطاء السلطة للبلديات التي يحكمها مجلس إدارة وطني بسلطات على الشرطة، الكهرباء، البريد، ومؤسسات الدولة في المنطقة المعنية.
– الاحتفاظ وتكريم والعناية وتقديم كل سبل الدعم المادي والمعنوي للموظف النزيه.
– العمل على تشكيل مجلس أمناء في كل محافظة، مهمته تدوين انتهاكات الفساد، تدوين وحفظ مقدرات وموارد مؤسسات الدولة، إيلاء عناية خاصة بأملاك الدولة وحفظ مستنداتها من أرض مشاع ومبانٍ ومعدات وموارد بشرية ومادية وعينية.
– كل تلك الجهود بهدف الحفاظ على الدولة بمؤسساتها وتحريرها من الفاسدين في البلد.
إن ضبط عمل البلديات ونظام الضرائب كفيل باستقطاب المسلحين لتكون رواتبهم من البلديات نفسها. هذه بداية ستمكن الأهالي عبر مجلس البلدة في السيطرة على المسلحين وتوجيههم بما يخدم.
– إن هذه العملية مهمة جداً في سحب القوة من المستغلين والمنتفعين من واقع الحرب سواء في داخل سوريا أو الدول والجهات خارج سوريا.
– إن التدرج في إعطاء رواتب من البلدية ممثلة بمجلس البلدة سينمي ولاءاً عند العسكري للمدني.
– لا يمكن بحال من الأحوال القيام بهذا الأمر دون التمهيد في سحب الشرعية عن الأجهزة الأمنية في مناطق سيطرة النظام والشرعية من الكتائب المنفلتة في المناطق الأخرى.
– هذه العملية حتما تحتاج لتدرج ولجهد ثقافي – اجتماعي في المرحلة الأولى لتنضيج الفكرة واستقطاب مريدين لها.
– هذا التنضيج يمكن أن يترافق مع تشكيل جماعات تطوعية لحل ملفات محلية مثل ملف المياه، والتعليم، أو الخدمات.
– إن الخبرة الجماعية في هذه الملفات الصغيرة يمكن أن تكسب المجموعة تماسكاً وشعبية، لا سيما أن هذه الملفات تمثل حاجة ماسة للناس.
– بخطوات متلاحقة من هذه المشاريع الجزئية بالتنسيق مع البلدية ستصبح مجموعة العمل فاعلة، وستحيد تدريجياً سيطرة المفسدين. وصولاً نحو تشكيل مجلس بلدي نزيه مستقل نسبياً عن المستغلين.
إن تحقيق هذا المطلب يستلزم كما ذكرنا تغييراً نوعياً في شكل العمل الثوري في هذه المرحلة. ما يجعل هذا العمل مثمراً، وإمكانية استقطابه لعدد وكم كبير من الناس غير الناشطة بسبب المصلحة المترتبة على هذا العمل والتي من شأنها تشكيل قوة دفع كبيرة لتحقيق الغاية النهائية وهي الحفاظ على الدولة بمؤسساتها واستعادة ملكيتها للشعب.
المرحلة الأولى:
العمل يمكن أن يبدأ بتشكيل خلايا مكونة من شخصين أو ثلاثة في كل قرية ومنطقة تابعة لبلدية، يقومون بالنشاطات الخدمية آنفة الذكر. تشكيل من خلال تلك النشاطات فريق عمل أهلي متمايز، غيور على المصلحة العامة لديه القدرة الذاتية على التخطيط والتنفيذ. يضع خطة مكونة من مراحل لتمكين الشرفاء في كل منطقة من زمام البلديات بالترافق مع عزل المستغلين.
المرحلة الثانية:
تتم إعادة تفعيل النظام الضريبي. وذلك عبر حملة توعوية، ونشاط اجتماعي مقرون بحماية الجهاز التنفيذي. عندما تمتلك البلدية رصيداً معقولاً وحرية قرار تبدأ باستخدام المسلحين برواتب معلومة، وثابتة قدر المستطاع. وتكليف هؤلاء المسلحين بوظائف خدماتية تفيد في تنمية المنطقة. من الضروري أن يتم زيادة عدد المعينين مع ازدياد سلطة البلدية وإلا تم السيطرة عليها من قبل المسلحين بيسر وسهولة.
المرحلة الثالثة:
الدعوة من قبل البلدية لحملات أعمال تطوعية لتحسين المرافق، وزراعة الأشجار، وتنظيف الشوارع، وتوزيع مناشير دورية توعوية تحثّ على التعاون والتعاضد وتبين الحسنات الكبيرة من ذلك عبر الرفاه والتحسن المالي.
المرحلة الرابعة:
التواصل مع المغتربين عبر إحداث مشاريع آمنة مادياً وبضمانات عقارية للاستثمار وتشغيل الأيدي العاملة في المنطقة. هذا يحتاج لاقتصاديين وقانونيين يضمنون حسن سير العملية.
من الواجب عبر الوقت تعيين المسلحين بجهاز الشرطة عن طريق عقود مؤقتة سنوية، أو شهرية وعزل المخفر عن أي سلطة مستغلة خارج حدود المنطقة أو داخلها. وتحل نسبياً مشكلة السلاح إما من خلال شرائه من المسلحين، أو حجزه في الجهة الوظيفية وتسليمه عند الحاجة.
من الواجب أن يشعر المواطن العادي بالتغيرات المفيدة له بالنسبة للماء، الكهرباء، النظافة، التعليم وغير ذلك من الملفات الخدماتية.
تستطيع البلدية عبر مجلس البلدة التواصل مع البلديات في المناطق القريبة جغرافياً للتنسيق في مشاريع وتعاون مشترك. ويمكن عمل عقود لضمان وتوثيق تلك العهود والمواثيق.
تساهم البلديات في المناطق القريبة من المناطق المختلفة في عقد هدن، وعقود تضبط ما أمكن العمليات العسكرية عبر وسطاء من الطرفين أو بشكل مباشر إن أمكن.
تشكيل مجلس رقابة على المؤسسات الحكومية للحد من الرشاوي والأعمال التي تتنافى مع سلامة لوائح الأنظمة العامة.
تشكيل فرق لمتابعة الاتجار بالممنوعات وتزويد المستوصفات باختصاصيين مدربين للحد من الإدمان.
بالتنسيق مع المراكز الثقافية يتم إعداد دراسات علمية مبنية على استبيانات واضحة لرصد الأمراض السارية، ظواهر الطلاق، الإدمان، التسيب الدراسي، الهجرة، وغيرها من الدراسات الاستبيانية الدقيقة لتعتمد كأساس للخطط التنموية والاجتماعية وجميع الأعمال المفيدة للمجتمع.
