مازالت الدولة كفكرة، وكنظام عام حاكم للسياسة في العالم.. طائفية. وما زالت سياسات الدول، الكبرى والصغرى، حتى يومنا هذا، سياسات طائفية تجاه بعضها وتجاه أفراد ومكونات الدول الأخرى. إلا أن ما يميز الدول المتقدمة عن الدول المتأخرة، هو أنه في الوقت الذي تمارس فيه الدول الكبرى والمتقدمة سياسات طائفية تجاه الدول الأخرى، ولاسيما المتأخرة، وتبقى أكثر التزاماً بالمواطنة والمساواة القانونية تجاه أفرادها، نجد الدول المتأخرة تمارس الطائفية بشكل مضاعف، تجاه غيرها من الدول من جهة، وتجاه أفرادها بالذات من جهة ثانية. كما أن الطائفية في الكيانات المسماة دولاً والموجودة واقعياً في عالم اليوم، ليست شيئاً طارئاً عليها، بل نابعاً من تكوينها الجوهري في العصر الحديث “ككيان عقلاني” تتسم “عقلانيته” بلا عقلانية مجاراة الواقع المنقسم أقوامياً ودينياً، وتثبيته في ما يسمى الدولة.
والمقصود بالطائفية السياسية الموجودة جوهرياً في الدول والنظام الدولي اليوم، ليس التمييز على أسس دينية وثقافية وطائفية فحسب، بل التمييز على أسس إما حضارية، أو عرقية، أو جندرية، أو طبقية.. الخ. وتلك “المرونة” والاستمرارية في التمييز الطائفي السياسي، تنفي أي أساس عالمي للعدالة والحق والقانون والمواطنة، وتعيد إنتاج البدائية المتوحشة القائمة على القوة المحضة والشراسة الصرف، وتطعن النموذج القيمي والمحرز الحضاري وكل كلام عن المساواة أو العدالة.. تطعنهم من الخلف.
لقد نوه صموئيل هنتغنتون في كتابه “صدام الحضارات” في تسعينيات القرن الماضي، إلى أن العالم يدخل في صراع ثقافات بعد نهاية الحرب الباردة، وقد كان ذلك بمثابة التنبؤ الذي مضى نحو التحقق ذاتياً، وربما كان الصراع الثقافي هو بديل عالمي يظهر للسطح لإخفاء العمق الطبقي والاقتصادي للانقسامات العالمية؛ فمن ينظر إلى أحداث ونتائج الحرب البوسنية التي انتهت باتفاقية دايتون في التسعينيات، سيرى كيف تم التعامل الدولي مع مسلمي يوغسلافيا البوسنيين بعد تفكك الدولة الشيوعية القديمة، بحيث تم استيعاب سلوفينيا وكرواتيا الكاثوليكيتين، ولم يطل الوقت حتى تم ضمهما للاتحاد الأوروبي، بينما تُركت صربيا الأرثوذكسية الأقرب لروسيا ترتكب فظاعاتها تحت قيادة ميلوسوفيتش في البوسنة، وحتى اليوم مازال المسيحيون في الاتحاد الفيدرالي البوسني ذاته يحملون جوازات سفر كرواتية وبالتالي هم ضمن الاتحاد الاوروبي بشكل غير رسمي طبقاً لعيشهم في البوسنة، الإقليم المسلم التعيس.
لا نقول ذلك لتحريض مظلومية إسلامية لا تنتج إلا الديكتاتوريات والظلم، كأي مظلومية في التاريخ، لكن للقول إنه لا فرق بين دول “حقوق الإنسان” والدول المتأخرة في المسألة الطائفية عندما يتعلق الأمر بكيانات دولة أخرى. فالتمييز في الطائفية السياسية يبقى ثابتاً مع توسع دائرته أو ضيقها، والشخص ذاته يتم التمييز تجاهه إن كان سنياً أو شيعياً أو من الأقليات في بلده الأصلي؛ العربي مثلاً، وهو مسلم أو مسيحي في بلد عربي آخر، وهو عربي في أوروبا، وملون أو أبيض في أمريكا.. الخ. تتسع أو تضيق دائرة التمييز على أسس طائفية أو دينية أو عرقية أو جنسية أو طبقية، لكن التمييز يبقى ثابتاً.
كل ما سبق نريد إيصاله إلى سوريا التي تنوس بين حلين ونظرتين وعالمين، كليهما يقف حائلاً أمام الآخر ويقف عاجزاً عن التحول لواقع في المدى المنظور.
الحل الأول داخلي وُجِد في صلب أهداف الثورة الأولى؛ وهو حل مبني على المواطنة المتساوية للجميع دون تمايز أو تمييز طائفي أو إثني أو غيره. لكن واقعياً، منع وما زال يمنع وجود النظام الطائفي أي سبيل لتحقيق هذه الرؤية، بل إن عنفه الجوهري فعَّل كل أنواع التمييز الطائفي والتطرف الهوياتي، وما زال يولغ في تفريق السوريين لتتدحرج كرة العنف والكره وحدها مع بقاء العنف هو السيد.
والنظرة أو الحل الثاني، هو الحل الخارجي الذي لا يرى في سوريا سوى مجموعة طوائف أصلية متقاتلة في حرب أهلية لا ينجح معها سوى الانتقال “الواقعي” نحو التقاسم والتفكك والتقسيم على أسس أهلية ما قبل وطنية، ولكن هذا الحل “الحيادي” غير قابل أيضاً للتحقيق، لأنه يغفل ويتغافل عن وجود النظام الطائفي عينه كمحرك أساسي للحرب ومسيطر أساسي على قاعدة استمرارها، ولذلك لا يرى هذا الخارج من مشكلة في الحرب سوى مشكلته هو، أي داعش، وهي مشكلة لا بوصفها الوجه الموضوعي للنظام الطائفي الحاكم ومرآته، بل في كونها مشكلة تخرج عن شروط الحرب الأهلية بإيصالها إلى خارج الحدود، وإدخالها ضمن حدوده الآمنة. ومن جهة أخرى فالحرب الأهلية هي مشكلة فقط باعتبارها تفرز أفواجاً من اللاجئين غير المرغوب بهم في أوروبا، ولاسيما المسلمين منهم.
الداخل السوري إذاً يتجه إلى المنظور الخارجي له، ولكن على اعتبار أن المنظور الخارجي طائفي في العمق، وباعتبار المنظور الداخلي يفتقد للقوة الذاتية ويبقى مشلولاً بوجود القوة الكبرى بيد النظام الطائفي، يصبح الحل السياسي المُركب في جنيف ليس أكثر من لعب في الفراغ، لكنه فراغ سياسي معبئ للحريق السوري، ذلك الحريق الذي يظن الطائفيون في الخارج والداخل أنهم بمنجاة منه، وأنه يجري لمصلحتهم، لكنه ليس سوى البداية التي تمضي لتبتلعهم في مرجل الحريق الطائفي المعولم والقذر.
كيف يمكننا إذاً تمييز العالم في القرن الواحد والعشرين عن ذلك العالم القَبلي الذي طرح شعاره القديم “أنا وأخي على ابن عمي، وأنا وابن عمي على الغريب”!
