ينبثق مفهوم “الإدارة الذاتيّة” للشؤون الخدميّة كنقيضٍ أساسيٍّ وبديلٍ حقيقيٍّ، لممارسة “الإدارة المركزيّة” التي مارسها النظام بواسطة الوزارات على مدار عقود من جهة أولى، وكردٍّ فعّالٍ على “إدارة التوحش” التي مارستها التنظيمات الإرهابيّة في بعض المناطق من جهة ثانية، وكتجاوزٍ لإدارة “المجالس المحليّة” التي مارستها المعارضة (الحكومة المؤقتة) في بعض المناطق من جهة ثالثة.
إنَّه تعبير عن نضج فرديّ ومجتمعيّ يرفض ما تشي به ممارسة مثل هذه الإدارات من الاتكاليّة والرعويّة والفساد بقصد إعادة اجترار بقاء النظام. وهو ردٌّ على غياب الخدمات وتراجعها واستجابة لضغوطها على حياة السوريّين. وهذا الانبثاق جديد لا يأتي من خطة مسبقة كامنة في المطالب الثوريّة بالأساس. وهو -كمفهومٍ إجرائيٍّ- يتجاوب مع مفرزات الواقع السوريّ، ويعبِّر عن عدة مشكلات واقعيّة متداخلة ومتشابكة فيما بينها. فما هي الخلفيّة التي انبثق منها هذا المفهوم؟ وما علاقته بالخدمات؟ وما هي هذه المشكلات التي عبّر عنها؟ وما هي وظيفته؟
بدايةً لنلاحظ أنَّ الحياة اليوميّة الخدميّة تُمارِس ضغطاً هائلاً على الشأن الإداريّ لأفراد المجتمع كافة، أكثر مما تمارسه الحياة الثقافيّة والروحيّة والفكريّة عليهم. الشيء الذي يجعل الفرد والمجتمع يسعى جاهداً لإيجاد حلول جزئيّة وجَمعيّة لمثل هذه الضغوط باختراع إدارة أو إدارات للتخفيف من أعبائها. فأي حياة هذه التي بدون خدمات كالماء والطحين والصحة والتعليم والوقود والكهرباء والاتصالات بأنواعها؟! إنَّها لا حياة ويجب التعامل معها ذاتياً وعدم انتظار أحد ليتعامل معها، ولاسيّما أن شبح الموت يُنكِّد الحياة مباشرة ويجعل من تجنب الموت قدر الإمكان مهمة أولى للسوريّين.
وبالفعل يَطرح انعدام الخدمات، كلياً أو جزئياً في بعض المناطق السوريّة كحمص ودير الزور وحلب وحماة ودرعا، وتراجعها بشكل كبير في مناطق أخرى كدمشق واللاذقيّة وطرطوس والسويداء، مهمة كبيرة على السوريّين في حياتهم اليوميّة الخدميّة. ويمكن أنْ يكون الاعتماد على الذات وإدارة الشؤون الخدميّة ذاتياً، حلاً لهذه المشكلة بواسطة الإدارة الذاتيّة.
وإذا نظرنا لواقع الحال في سوريّة نجد أنَّ ممارسة النظام للإدارة الخدميّة، والتي تقوم بها وزارات متعددة، تتصف بالمركزيّة الهرميّة، وبالفساد المنهجيّ الذي بات يشكل ما يشبه العقد الاجتماعيّ على الفساد. وتتصف أيضاً بالتصور الرعويّ، وكأن هذه الخدمات منحة ومنّة من النظام-الراعي، يتكرّم بها على البشر من جيوبه، ويعتقد أنَّه يرعى -منّة وتكرماً- المجتمع والأفراد رعاية مثلى قياساً برعيان آخرين! وهي ممارسة تهدف في العمق إلى الحفاظ على النظام أساساً.
ونجد أيضاّ “إدارة التوحش” التي تقوم بها بعض التنظيمات الإرهابيّة كداعش والنصرة كما في الرقة وإدلب، فنجد فيها العيوب نفسها المتعلقة بالنظام، ناهيك عن تسليط السيف على رقاب الناس انطلاقاً من قاعدة ترى من يؤمِّن الحدّ الأدنى من الأمن والحدّ الأدنى من الغذاء للناس يصبح راعياً عليهم.
وكذلك نجد فشل المعارضة في “المجالس المحليّة” لأسباب كثيرة أقلّها التشبّه بالنظام من حيث المركزيّة والرعويّة وعدم اعتماد اللامركزيّة وعدم تحويل المساعدات الخدميّة المُقدّمة إلى حقوق وبقائها كحسنة يمنون بها، وتُضمِر الانتقال من الاتكاليّة على الراعي المحليّ إلى الاتكاليّة على راعٍ مختلف دوليّ أو إقليميّ.
مما لاشكّ فيه أنَّ الحرب التي يمارسها النظام كانت عاملاً أساسياً في انعدام الخدمات أو تراجعها. ولكن هناك عوامل أخرى تكمن في توظيف هذه الخدمات المختلفة -كما يفعل الراعي مع قطيعه عندما يغضب منه- للضغط على السوريّين ومعاقبتهم وابتزازهم لأنهم ثاروا على النظام.
إنَّ الإدارة الذاتيّة بهذا المعنى إدارة خدميّة وليست سياسيّة. وظيفتها تقويض مركزيّة إدارة الخدمات بجعلها غير مركزيّة؛ وذلك بأن يديرها ويشرف عليها أهالي المناطق بما يتناسب مع حاجاتهم لا بما يتناسب مع حاجات النظام. وتقويض رعويّة إدارة الخدمات وتحويلها من كونها هبة ومنحة ومنّة، يقدمها الراعي إلى الرعيّة، إلى حقوق للمواطنين. وتقويض فساد إدارة الخدمات بتصغير وحدات الإدارة وتَخلُّل الرقابة الأهليّة إلى هذه الوحدات الإداريّة الصغيرة والمنتشرة.
ويمكن لنا إجراء مقارنة بين رسالة ووظيفة الإدارات الخدميّة السابقة وبين رسالة ووظيفة الإدارة الذاتيّة الواعدة لتوضيح الصورة أكثر:
وهكذا نجد الاعتماد على الذات واقع فرضه ضعف النظام في تقديم الخدمات الأوليّة للأفراد وللمناطق، وممارسته في إدارة الخدمات كذلك. ويضاف لهذا ما أملته إدارة التوحش علينا من دروس إرهابيّة، وما رأيناه من فشل في المجالس المحليّة للمعارضة. ويمكن أنْ يتطور هذا الاعتماد على الذات إلى الإدارة الذاتيّة؛ فينقل خدمات السوريّين من عبء عليهم إلى حقوق لهم. فيساهم في الانتقال من الرعيّة إلى المواطنة، بالتحرر جزئياً أو كليّاً من التبعية للإدارة الرعويّة القائمة.
