دخل اتفاق وقف إطلاق النار في سوريا حيز التنفيذ منتصف ليلة السبت 27 فبراير/شباط بموجب خطة روسية أمريكية التزمت بها أغلب فصائل المعارضة السورية، وتم الاتفاق على استثناء تنظيم “داعش” وجبهة النصرة من الاتفاق.
وقف إطلاق النار جاء تمهيداً لاستئناف المفاوضات بين المعارضة السورية ونظام الأسد في جنيف ضمن جولة جديدة بعد تأجيل موعدها المقرر سابقاً لأسباب متعددة، ورغم هشاشة وقف إطلاق النار وتوارد العديد من التقارير التي تشير لانتهاك اتفاق وقف إطلاق النار في مناطق متعددة، إلا أن إعلان روسيا سحي قواتها فاجئ الجميع لتتغير التوقعات حول مسار المفاوضات.
أعلنت روسيا منتصف آذار 2016 عن قرار سحب جزء كبير من قواتها في سوريا، وبدأت عملية الانسحاب تدريجياً من يوم الثلاثاء 15/03/2016، ووفقاً لتحليلات وتقارير وردت على رويترز، فإن القوات الجوية الروسية قد سحبت معظم طائراتها المقدرة ب36 مقاتلة جوية، وأعلن الجيش الأمريكي يوم الجمعة أن روسيا لم تشن حملات جوية خلال الأسبوع الماضي على المناطق الشمالية من سوريا، وقال الكولونيل باتريك رايدر “على الرغم من أننا لم نر غارات جوية روسية في المناطق الشمالية من سوريا هذا الأسبوع فيبدو أن الروس شنوا بعض الغارات الجوية بعد كل ذلك في جنوب سوريا في المنطقة المحيطة بتدمر دعما للنظام السوري.”
ومنذ صدور إعلان سحب جزء كبير من القوات الروسية وبالتزامن مع وصول وفود المعارضة وممثلي سلطة الأسد إلى جنيف، بدأت قيمة الليرة السورية في تراجع كبير، حيث وصلت قيمة الدولار الأمريكي مقابل الليرة السورية إلى حدود ال 495، وفي هذه الأثناء تكثف حكومة الأسد مساعيها في التدخل المباشر عبر بيع الدولار لأصحاب شركات الصرافة، حيث عقد البنك المركزي جلسة تدخل بحضور ممثلي شركات ومكاتب الصرافة بعد يومين من صدور الإعلان الروسي، وباشر مصرف سوريا المركزي ببيع الدولار الأمريكي بسعر 460 ليرة كما حدد سعر 450 ليرة للدولار الواحد لتاريخ 24/03/2016، وقد حدد مصرف سورية المركزي سعر صرف الدولار مقابل الليرة السورية ب 422.48 ليرة وسطياً.
اعتبر حاكم مصرف سورية المركزي “أديب ميالة” أن ارتفاع السعر غير مبرر وناتج عن استغلال الأطراف المعادية لخبر سحب جزء من القوات الروسية، كما صرح عن وجود مستجدات اقتصادية إيجابية من أبرزها فتح معبر جديد بين سوريا والعراق يمر عبره يومياً أكثر من 150 سيارة تحمل المنتجات السورية إلى العراق، كذلك تشغيل الخط البحري المباشر بين الموانئ السورية والروسية لتسهيل تصدير المنتجات السورية إلى روسيا.
تصريحات “ميالة” المتتالية بكل تناقضاتها تحاول استغباء السوريين ممن يثقون بحكومة الأسد ونظام عصاباته، متناسياً وعوده السابقة التي أشرنا إليها في نشرة سابقة بعدم تجاوز سعر صرف الدولار مقابل الليرة السورية عن 400 ليرة، كما أن المستجدات التي يعتبرها إيجابية متناقضة تماماً مع الواقع السوري الذي بات بحاجة لتدفق المساعدات من الخارج، حيث أن ما تم اعتباره مؤشراً إيجابياً لا يعدو عن كونه مجرد فقاعة إعلامية عاجزة عن تغطية النقص الحاصل في الأسواق، وفي نشرات سابقة أشرنا إلى مواضيع تدحض تصريحات ميالة، فما صرح حوله من معبر جديد وخط بحري لا ينفي أن سوريا البلد الزراعية بات تجارها يطالبون باستيراد الخضار من بعد أن كانت تصدّرها إلى العديد من الدول، إضافة إلى إعلان وزارة الاقتصاد والتجارة الخارجية بالتعاون مع رئيس اتحاد الغرفة الزراعية عن الاستيراد من مصر لسد الفجوة الحاصلة في البلد من نقص في الإنتاج الزراعي والصناعي.
تسعى حكومة الأسد جاهدة للظهور على انها تستوعب الكارثة الاقتصادية التي يعاني منها الشعب السوري في كافة المناطق، رغم تجاهلها الواضح لكافة الأوضاع الإنسانية وضلوعها المباشر في تجويع سكان المناطق المحاصرة، عدا عن تسببها في تهجير الشباب ورؤوس الأموال وقطع الطرق مما تسبب في شلل اقتصادي عام.
استمر ظهور نظام الأسد على أنه صامد اقتصادياً، رغم عدم وجود أي قراءات لمؤشرات اقتصادية توضح الصورة الحقيقية، حيث استبدلت الحكومة السورية المؤشرات الاقتصادية بالتغطية الإعلامية وتجاهل الاحتياجات واستخدام الدعم الخارجي وطباعة عملات لا قيمة لها، مما دفع المعارضة في المناطق الشمالية لإصدار قرار لاستبدال عملة التداول في المناطق المحررة شمال سوريا بالعملة التركية، حيث اعتبرت اللجنة المسؤولة عن القرار أن الهدف الأساسي من استبدال العملة هو توجيه ضربات اقتصادية للنظام السوري، بالإضافة لحماية أموال السوريين من موجات الهبوط المفاجئة في قيمة العملة المحلية، ورغم عدم التزام العديد من الجهات بتنفيذ هذا القرار إلا أن عامة السوريين قد فقدوا الثقة بالليرة السورية بشكل عام.
من خلال حركة هبوط قيمة الليرة السورية مؤخراً، بات من الواضح أن العملة السورية مؤهلة للانهيار أكثر مما هي عليه الآن، وتعتبر قيمتها المتدنية الحالية مجرد عارض لا يرتقي لتسميته بعد بمرحلة انهيار قيمة العملة السورية.
