تعد نظرية انتهاء الحرب من أكثر النظريات إشكالية عند أنصار منهج اللا عنف. المقولة هي في الأصل للأستاذ جودت سعيد، وكما هو معروف، هو أحد أشهر مناهضي الحرب ودعاة اللا عنف والسلام في العالم الإسلامي.
يكرّر جودت سعيد المقولة في كل مناسبة تقريباً، وهي تنبع من إيمان عميق لديه بفشل منظومة الحرب عبر التاريخ، ويعتمد في إثبات مقولته تلك على شواهد تاريخية عديدة، منها: أنّ القنبلة النووية لم تستخدم سوى مرّة واحدة في التاريخ، وبذلك تكون الحرب بين الكبار قد ماتت من وجهة نظره، لاستحالة استخدام أسلحة الدمار الشامل مرّة أخرى.
يرى جودت أيضاً أنّ الكبار تنبّهوا إلى موت فكرة الحرب، لذلك لم يدخلوا في حروب جديدة بعد الحرب العالمية الثانية، ويرى أيضاً أنّ الحروب المتبقّية هي حروب الصغار لمصلحة الكبار، الذين باتوا يحلّون مشاكلهم، أو يصفّون حساباتهم بدون حرب، لأنّ “الحرب ماتت”..
تجانب الفرضيّة الواقع إلى حدّ كبير، ويقع أنصارها في خطأ تقسيم العالم إلى عالمين منفصلين تماماً: عالم الكبار الذين تعلّموا من تجربة الحرب، وعالم الصغار الذين لم يتعلّموا..
من حيث التوصيف، ثمّة دول عالم أول، ودول عالم ثانٍ وثالث. وثمّة غرب أوروبي متقدّم وشرق متأخّر. أو بحسب تعبير القرآن: عالم مستكبر، وعالم مُستضعَف. ولكنّها عوالم غير منفصلة بعضها عن بعض. فتورّط العالم الأول في حروب القسم الآخر، ينسف من حيث المبدأ فرضية موت فكرة الحرب في ذلك العالم، ويضعه في مرمى تداعيات الحرب بشكل لاحق.
تاريخياً، لم تتورط أي إمبراطورية قديمة بحرب على أطرافها البعيدة، إلّا قرعت الحرب أبوابها من الداخل. فالحرب هي الحرب، سواء أخضتها بعيداً عن حدودك، أو في عقر دارك. والعالم اليوم أصبح متداخلاً أكثر من ذي قبل بكثير. فالتداخلات السياسية والاقتصادية وثورة الاتصالات، جعلت من العالم كتلة واحدة. مما يعني حتمية انتشار التوتر من بلد إلى آخر، وهذا ما جعل الإنسان متأثراً بما يجري من أحداث في بلدان ربما لم يسمع باسمها من قبل!
ولقد لاحظنا مؤخراً القلق في الداخل الأوروبي نتيجة أزمة اللاجئين السوريين، وكيف أثارت الأزمة نقاشاً داخلياً واسعاً في العديد من دول أوروبا حول بلد لم يكن كثير من الأوروبيين قد سمعوا باسمه من قبل. وكيف يمكن لتداخلات مصالح الدول الكبرى، في منطقة بعيدة عن مراكزها، أن تحدث توترات وتعارض في المصالح بين المراكز نفسها؛ كالتوتر الحاصل بين كل من الاتحاد الأوروبي وروسيا وتركيا، والذي كان على وشك أن يتحول إلى صدام حقيقي في أكثر من مناسبة.
ينبغي على أصحاب مقولة “ماتت الحرب” إثبات أنّ العالم الذي استفاد من تجربة الحرب قد توقف فعلاً عن خوض الحروب بكافة أشكالها. ليس مجرد التوقف عن الخوض المباشر وحسب، بل والقيام بدور إيجابي مناهض لفكرة الحرب. وهذا ما لا نراه حقيقة على أرض الواقع، لا في سوريا، ولا في أي بقعة ساخنة أخرى..
المقولة نفسها، تشير ضمناً إلى توقّف التاريخ، أو إلى نهايته ربّما، كنتيجة للتأثر أو الانبهار بالإنجاز الغربي. يكرّر أصحابها أنّ القنبلة النووية لم يتكرّر استخدامها منذ سبعين عاماً. ولكنّ سبعين عاماً ليست فاصلاً طويلاً بعد حرب أوشكت على القضاء على أوروبا، ثمّ إنّ الحروب لم تتوقف على الإطلاق منذ ذلك الوقت، ولم تقتصر كوارثها على الدول الضعيفة، بل عانت الدول الكبرى أيضاً من نزف الحروب، لسبب بسيط: وهو أنّها لم تقتنع أصلاً بفكرة موت الحرب، كما يفترض أصحاب المقولة!
ففي الصراع غير المباشر مع المدّ السوفييتي الشيوعي، خاضت أمريكا حرب فيتنام بين الأعوام 1965 و 1975، وتجاوزت خسائرها الخمسين ألف قتيل، بحسب الإحصائيات الأمريكية، ثم شنّت حرباً على العراق، بدأت منذ العام 2003، وفقدت أمريكا خلالها حوالي الخمسة آلاف جندي من جيشها، في حين فقدت الدول الغربية الأخرى المشاركة في التحالف بضع مئات من مقاتليها.. وخاض الاتحاد السوفييتي حرباً في أفغانستان ما بين الأعوام 1979 و1989، تجاوزت خسائره أثناءها الخمسة عشر ألف قتيل، وأكثر من خمسين ألف مصاب، في حين أنّ خسائره في الحرب الشيشانية تجاوزت الثلاثين ألف جندي.
خسرت فرنسا أثناء استعمارها للجزائر، فقط في الفترة ما بين 1954 و1962، ما يزيد عن العشرين ألف قتيل، مع العلم أنّ احتلالها للجزائر دام 132 عاماً! بينما كانت الهند الصينيَّة أكثر منطقة خسرتْ فيها فرنسا جنوداً، ما بينَ 1945 و1954، حتى إن أزيد من 57 ألفاً منْ جنودها هناك.
لم تنته الحرب إذاً.. بل لم تتوقّف يوماً منذ سبعين عاماً.
وطالما أنّ العالم يشهد صعوداً لليمين المتطرف، بدأ في الأمس مع فوز دونالد ترامب في انتخابات الرئاسة الأمريكية، ونتوقع استمرار صعوده في أوروبا أيضاً، فذلك يعني أنّ العالم ما يزال يقرع طبول الحرب، ولم يتعلم شيئاً من الماضي.
تصلح المقولة لأن تكون أمنية لا فرضية، ولا حتّى حقيقة يمكن تفسير العالم من خلالها. تحتاج الأمنية إلى عمل جاد مع جميع مناهضي الحرب في العالم، لمواجهة الخلل في السياسات العالمية، بعيداً عن تقديس تجربة العالم الأول بسبب التقدم الذي حقّقه على الصعيد التكنولوجي، أو في مجال حقوق الإنسان الغربي (الأبيض!) أو بعض حقوق الذين استضافهم الغربي داخل حدوده، نتيجة موجات الهجرات والنزوح الناجمين عن اختلال العالم.
ولا بدّ أن نذكّر أيضاً بأنّ نزعة السلم لم تقترن تاريخياً بالنهضة التقنية، فلا لا عنف غاندي، ولا اللا عنف الإسلامي في مكّة، اقترنا بتطور علمي أو رخاء اقتصادي، بل العكس كان هو الصحيح!
للحرب أسبابها الموضوعية، وهي ما تزال فاعلة اليوم، كما كانت في السابق.
بناء عليه فإنّ الحرب لم تمت، ولا مؤشرات على موتها في المستقبل القريب.. وإلى أن تنقلب الموازين، تبقى المقولة محض خيال، وأمنية، وربما المقولة الأكثر قرباً إلى واقعنا، هي مقولة ستانلي بالدوين:
“تنتهي الحرب في حال عاد الموتى”..
