قامت الهيئة السياسية المنبثقة من الهيئة العامة في الغوطة الشرقية، وهي المؤسسة المدنية التمثيلية الأكبر والتي توجد فيها غالبية البنى المدنية العاملة في الغوطة الشرقية، من مجالس محلية وهيئات شرعية وخدمية وطبية وإغاثية وتعليمية، بإطلاق مبادرة جيش الإنقاذ الوطني؛ وهي مبادرة هادفة إلى دمج الفصائل العاملة في الغوطة الشرقية ضمن جيش واحد بقيادة جديدة، تؤول إليه كافة الأسلحة والمقرات والإمكانيات المادية والبشرية، يحمل علم الثورة ويتبنى أهدافها. وسيتكون الجيش من أربعة مكونات وهي هيئة سياسية مدنية، ومجلس شورى عسكري، وأركان واحدة، ومرجعية شرعية واحدة، وفق نسب مئوية للفصائل الكبرى العاملة في الغوطة.
وطبعاً أتت هذه المبادرة بعد حالة من التدهور المستمر في الغوطة الشرقية، أدت إلى تبلور حالة من الضعف العام ظهرت واضحة من خلال النقاط التالية:
الانقسام في المشاريع السياسية في الغوطة، والذي أدى إلى انقسامات على عدة مستويات، عسكرية ومدنية، أدت في النهاية إلى صدام بين الفصائل، وخاصة بين جيش الإسلام وفيلق الرحمن، وكانت نتائجه انهيار الثقة بين الفصائل في الغوطة.
غياب المشروع السياسي الجامع القادر على تجاوز معضلة الفصائلية.
تقلص مناطق سيطرة الثورة على حساب سيطرة النظام.
تململ نسبة من سكان الغوطة من أداء الفصائل العسكري، ومن طول أمد الحرب وما يرافقه من دفع فواتير عالية على كل مستويات.
نتيجة لكل ذلك كان هناك شعور بالخطر المحدق في الغوطة الشرقية، وخاصة أن النظام قد استطاع إنهاء ملفات مناطق أخرى في ريف دمشق، وبالتالي يمكن له أن يتفرغ للغوطة بزج قوة عسكرية جديدة له على تخومها، مما سينعكس تصعيداً عسكرياً أكيداً. ونتيجة لكل ذلك كان لا بد من أن يكون هناك طرح سياسي يستطيع تغير المعادلة التي كانت قائمة، ويعيد تصحيح بوصلة الثورة من جديد، من خلال طرح وطني وفق بنية عسكرية مؤسساتية.
ولكن السؤال الأهم والأساسي الذي يؤرق سكان الغوطة الشرقية وكل غيور في سورية: هل سيكتب النجاح لهذه المبادرة؟
الحقيقة إن المعيار الأساسي الذي سيحدد احتمالية النجاح والفشل لهذه المبادرة يرتبط بعدة عوامل رئيسية أساسية وهي:
1 – الوعي الحقيقي لكل الفصائل بأن المشاريع الفصائلية لم تؤدّ إلى نتيجة، وليس مصيرها سوى الفشل وإنهاء الثورة، وبالتالي هناك حاجة لدى الجميع لإعادة تصحيح المفاهيم والاندماج ضمن مشروع وطني تشاركي. أما إذا ما بقيت عقلية الفصائلية هي السائدة، فسيكون مصير هذه المبادرة كمصير العديد من المبادرات التوحيدية السابقة.
2 – الظرف الخطير الذي تمر به الغوطة؛ والمتمثل أساساً بوصول النظام إلى مناطق حساسة جداً في الغوطة، وبالتالي فعلى الجميع أن يدرك أن خطر النظام تعلو أهميته بمئات المرات من الصراع السياسي بين الفصائل ليكونوا قوى مهيمنة في مناطقهم، وبالتالي إن لم يكن خطر النظام قادر على توحيد فصائل الثورة فلا يوجد أي عامل قادر على توحيدهم.
3 – التبني الشعبي والمؤسساتي للمبادرة، والذي ظهرت بوادره من خلال المظاهرات في أغلب بلدات الغوطة الشرقية تأييداً للمبادرة، وبالتالي يبدو أن الشارع بدأت تعود له حيوية الحراك الثوري التصحيحي، وهو عامل يجب العمل على تفعيله ليكون رافعة لإنجاح المبادرة.
4 – التبني الإقليمي والدولي لهذه المبادرة، من خلال دمج قنوات الدعم للمؤسسة العسكرية الجديدة المزمع إنشاؤها، وهو أمر يجب على القوى الصادقة مع الثورة السورية دعمه بكل قوتها، لأنه يساعد على تسويق مشروع وجود البديل الوطني الحقيقي.
طبعا هذه العوامل لن يؤثر أحدها بشكل منفصل على مصير المبادرة، بل سيكون تفاعل جميع هذه العوامل إلى أن ترى هذه المبادرة النور، أو العكس! ولكن أخشى ما أخشاه هو أن يبقى البعض يعطي أذنه إلى الخارج معتقداً أن ما يسمعه من نصائح من الدول الخارجية هو سبيل النجاة. وحقيقة أن هذا الأمر يودي بسورية عموماً والغوطة الشرقية خصوصاً إلى المزيد من الدمار.
وعليه يجب على الجميع أن يدير سمعه باتجاه حاضنه الشعبي، وأن تكون محددات الثورة هي محددات الجميع، وأن يقتنع الجميع بمبدأ التشاركية، وإلا فإن مصير الجميع لن يكون إلا مصيراً أسود.
