عبد الله الخلف: الرقة
في إحدى القاعات المجهزة بمقر منظمة “بيت المواطنة” في الرقة، ييسر الشاب يعرب الوالي جلسة حوارية عن حقّ التظاهر والحريات العامة، ليدور نقاش بين شبان وفتيات من مختلف شرائح المجتمع، حول هذه الحقوق التي ضحّى في سبيلها الآلاف بأرواحهم خلال سنوات الثورة السورية.
يؤكد يعرب أنه من خلال عمله هذا “يُسهم ولو بكلمة في تحقيق التغيير المنشود، لتشكيل وعي جمعي، وإقامة حوار بنّاءٌ مع شرائح متنوعة، وهذه أولى خطوات نحو التغيير في المجتمع” حسب تعبيره.
وفي حديثه لمجلة “طلعنا عالحرية” يقول الوالي: “أذكر في بداية الثورة وبالتحديد في الشهر الرابع 2011، خرجنا بمظاهرة في مدينة الرقة وهتفنا (حرية.. حرية)، لكننا لم نكن منظمين، لم تكن لدينا رؤية واضحة للمستقبل”، ويعزو ذلك إلى “تهميش النظام الحاكم للشعب طوال خمسة عقود”، مضيفاً: “هذه المفاهيم والكلمات كانت من المحرمات على السوريين”.
يحرص يعرب على تسمية الثورة، ويشرح كيف زادت خبرته مع الوقت: “من خلال الاطلاع والتعرف على الحراك المدني في باقي المناطق، وتجارب باقي شعوب الربيع العربي، اليوم لدينا خارطة لنمشي على أساسها للوصول إلى دولة سوريا حرة ديمقراطية موحدة”، ويرى يعرب أن بوابة العمل المدني أتاحت الفرصة للحديث بصوت عالٍ مسموع عن هذه القيم التي ينشدها ويطلقها مثل مفاهيم الحرية والديمقراطية والعدالة والمواطنة: “لنعرّف الناس بهذه المفاهيم، ونشكل وعياً جمعياً حول ذلك، ومن هنا بدأنا حالياً كي نصل لـتحقيق أهداف ثورتنا”.
وبحسب مكتب المنظمات في المجلس المدني في الرقة فقد تأسست 118 منظمة وجمعية، تتنوع ما بين منظمات محلية وإقليمية ودولية، معظمها تهتم بالشأن الإنساني والإغاثي، وقسم منها يعمل على رفع الوعي المدني لدى المجتمع.
ترى وصال الإبراهيم وهي ناشطة مدنية من الرقة بأن طرد “داعش” من المنطقة أتاح الفرصة للنساء للدخول إلى المجتمع المدني، وتعرفت من خلال أنشطتها على فتيات وشخصيات مجتمعية فاعلة مؤمنة بقيم الثورة.
وحول ذلك تقول: “منظمات المجتمع المدني تعمل بشكل حقيقي على رفع الوعي لدى المجتمع بالحرية والديمقراطية، وخاصةً تفعيل المرأة وإعادة دورها الذي كان غائباً، كل هذه الأمور تصبّ بمصلحة الثورة وتهيئ المجتمع السوري ليكون جاهزاً للتغيير”.
ولم تخفِ وصال أن هذا المجال محفوف بالتحديات والمخاطر، مضيفة: “لا يستطيع النشطاء والناشطات الحديث عن كل شيء بصوت مرتفع، هناك خوف من الاصطدام بالسلطة الحالية، ولكن نستطيع القول إن هناك هامش حرية تعمل من خلاله هذه المنظمات”.
أما الناشط عبد الكريم الهويدي فيرى أن “الوضع الاقتصادي المنهك للسوريين في الداخل هو من أبرز العوائق التي تحدّ من قدرة المجتمع المدني على تحقيق أهدافه بالتغيير حالياً؛ الوضع المعيشي الصعب للمجتمع الذي تعمل به المنظمات يجعل الناس منغلقين على أنفسهم ويسعون فقط لتأمين قوت يومهم”، يضاف إليها التقلبات الميدانية وتواتر المشهد السياسي والتغييرات العسكرية، ويشير الهويدي الى أن “المنطقة غير مستقرة والتهديدات مستمرة من جميع الأطراف، لذلك هناك صعوبات وتحديات لتنشيط العمل المدني”.
كما تساهم البيروقراطية المفروضة من قبل السلطة المحلية وتشريعاتها من الحد من أنشطة المنظمات العاملة في الشأن العام والعمل المدني الحقيقي. في هذا السياق يضيف الهويدي: “إضافة الى قلة الخبرة في بعض المنظمات وعدم امتلاكها أدوات حقيقية للتغيير، وغياب فكر التغيير في خططها وبرامجها والاكتفاء فقط بما يرضي المانحين وتغطية بعض الاحتياجات الآنية”.
وتتالت جهات عسكرية عدة على حكم الرقة، حيث سيطر تنظيم “داعش” الإرهابي عليها بداية 2014 لتتحول إلى مركز للتنظيم، الذي قتل وخطف العشرات من نشطائها وهجّر المئات، ثم سيطرت عليها “قوات سوريا الديمقراطية” بدعم من الولايات المتحدة بشهر تشرين الأول: أكتوبر 2017 بعد حرب طاحنة ضد عناصر التنظيم أسفرت عن تدمير نحو 90% من المدينة بحسب الأمم المتحدة و “مجلس الرقة المدني” الذي يديرها حتى اليوم.
لكن أبناء الرقة ونشطائها وشخصياتها لم يقفوا متفرجين على هذه التطورات العسكرية، ليؤسسوا منظمات مجتمع مدني بهدف تقديم الخدمات وتسهيل عودة السكان إلى مدينتهم المدمرة، الى جانب تقديم مشاريع التماسك المجتمعي والتوعية بالحريات العامة وحقوق الإنسان والمواطنة وغيرها.
تعتبر الناشطة عليا أحمد أن قضية تضمين حقوق النساء بالدستور وضمان مشاركة سياسية فاعلة من بين أهم المطالب، مضيفة: “ونريد محاسبة مجرمي الحرب، وضمان مشاركة عادلة لجميع فئات وأطياف المجتمع بالحكم دون تمييز”.
وفي نهاية حديثها تقول إن “أبرز الصعوبات بتطبيق هذه المفاهيم تتمحور حول النظرة النمطية للمرأة، وحالة التشويش الفكري التي خلقها التطرف لدى شريحة واسعة من البسطاء، يضاف لها موقف النساء من النساء أنفسهن، وقلة الدعم الذي تتلقاه من محيطها والتشجيع من مثيلاتهن، متأثرات بالمناخ العام الذي تشيع فيه قلة الثقة بقدراتها وإمكاناتها”.
