ترتبط السياسة وحلولها وتحولاتها بالواقع الاجتماعي والثقافي للبلاد، ومالم تتوفر بنى اجتماعية وثقافية ومنظومات قيم معينة، لن تتمكن أي أمة من بناء نظام سياسي مستقر يضع مصلحة البلاد والمواطنين في قمة أولوياته وهو ما نلمسه في سوريا اليوم.
لا يبدو أن سوريا جاهزة في وضعها الحالي لحل سياسي، لغياب البنى الاجتماعية اللازمة، وتفشي ثقافة القبيلة فيها، وغياب توفر رؤية يتفق عليها الجميع لما ستكون عليه سوريا ومجتمعها. ولا تقتصر الخطوط التي ينقسم على طولها السوريون على خط النظام-المعارضة، بل إن الانقسام يطال عمق البنية الاجتماعية السورية على طول خطوط الدين والعرق والطائفة والقومية والعرق والجنس والعمر والمصلحة الاقتصادية والأيديولوجيا والمنطقة والخلفية المدنية أو الريفية. ويمكن القول بأنه ما لم تقم ثورة اجتماعية تطال أكثر الأماكن عمقاً في التركيبة التي نعرفها، وتخلص إلى عقد اجتماعي جديد كلياً.. لن ينجح حل سياسي أياً كان كائنه، وسينتهي بنا الأمر إلى اقتسام السلطة بين مجموعة من التكوينات الهجينة التي لا تجمع على شيء إلا البقاء في الحكم بدافع الرغبة فيه، أو بحجة حماية مصالح من تمثلهم.
أظهرت الثورة السورية وما تبعها من أحداث جسام على الصعيد الداخلي والدولي والإقليمي عمق الأزمة التي تعيشها سوريا ودول أخرى شبيهة بها. ولم يعد الحديث عن حل سياسي للأزمة مجدياً، بعد أن تبين عمق الأسباب وتجذرها في أعماق البنية الفكرية والاجتماعية والثقافية للمجتمع السوري. ولأن الحل السياسي يعني تغييراً في نظام الحكم أو تعديلاً عليه، من خلال إدخال عناصر جديدة ذات توجهات مختلفة، فإن هذا الحل لن يعدو كونه جراحة تجميلية تطال السطح، ولا تصل إلى عمق جسم المشكلة والمجتمع؛ فقد تبين أن الاختلاف السياسي حول طبيعة النظام، بالنسبة للكثيرين منا، ليس سوى استبدال السني بالعلوي، أو ضمان عدم إزاحة العلوي من الحكم. وبالنسبة للبعض الآخر ليس سوى استعادة شكل قديم من أشكال الدولة التي لم تعد تصلح في أواننا هذا، أو تعزيز الشكل الحالي بالقدر الأقل من الخسائر، أو بناء دولة على النمط الغربي بكل ما فيه مما لا يتقبله المجتمع السوري المحافظ نسبياً.
في عهد الأسد، تم استغلال البنى الاجتماعية المتخلفة القائمة، من القبلية والعشائرية والمناطقية ومعادات الريف والحضر، والانقسامات الأفقية على أساس الدين والطائفة.. لتعزيز نظام الحكم، وتجلى ذلك في تحالفات عقدها الأسد مع رجال الدين وأصحاب المال، وفتح الباب على مصراعيه للعلويين ليصبحوا الأغلبية الساحقة في الجيش والأمن اللذين أصبح لهما اليد الطولى في حكم البلاد. وأتت الثورة السورية التي طرحت شعارات مغايرة لذلك، لم تلبث، وقد اندلع العنف في البلاد بعد اختيار النظام للقوة أسلوباً في حل الأزمة، أن تراجعت كلياً أو جزئياً، سيما بين من حملوا السلاح وفي أوساط حاضناتهم الاجتماعية ومؤيديهم، واستبدلت بشعارات دينية تنم عن غياب الوعي حول الصيغ الناجعة في تحقيق التغيير المنشود. لقد تراجع زخم المطالبة بالحرية والعدالة، وحلت المطالبة بحكم إسلامي سني شبيه بحكم الخلفاء الراشدين محله، وترافق ذلك مع وضوح الدعم الشيعي لنظام الأسد، الذي تجسد في مساندة إيران، واستقدام مقاتلي حزب الله الذي تلاه استقدام مقاتلين شيعة من إيران وأفغانستان وباكستان والعراق ليحاربوا في صفوف النظام، بدعوى حماية المقدسات ووقف مدّ الجهاد السنّي التكفيري لبسط الهيمنة الشيعية الإيرانية!
لقد أصبح الأمر، والحالة تلك، على غاية كبيرة من التعقيد، ولم تعد الحلول السياسة هي المنشودة من قبل الأطراف المتصارعة على الأرض أو القوى التي تدعمها وتمدها بالمال والسلاح وتحمي مصالحها في المحافل الدولية. وتغيرت تضاريس الصراع كلياً. لقد أظهر هذا التحول في طبيعة الصراع أن السوريين، وكثير من المجتمعات الأخرى في المنطقة، لازالت تقوم على بنى اجتماعية متخلفة تماماً من حيث علاقة المكونات المختلفة للمجتمع ببعضها الآخر، ومن حيث فهمها لنفسها كمجموعات بشرية، ومن حيث نظرتها لشؤونها ووعيها بهويتها الثقافية، وعلاقتها بالمجتمعات الأخرى، واستيعابها لموضوعات مثل العنف والحكم العادل، والحريات العامة ومحدداتها، وحقوق الآخرين. لكن المقلق فعلاً هو التعرية التي حصلت لمنظومة القيم التي تحكم المجتمع السوري، والتي تبين أيضاً أنها من الهشاشة بما يدعو لقلق عميق، ويستدعي وقفة مع الذات للتفكير بشكل جماعي في تماسكها وقيمتها، لسبر هذه المنظومة التي يبدو أنها لم تكن موجودة أصلاً، كناظم عام لسلوك الجميع بالشكل الذي تخيلناه. لقد تحول الكثيرون من هاتفين للحرية ومطالبين بها إلى مقاتلين في صفوف مجموعات تقترف أسوأ أنواع العنف والانتهاكات، وتحوّل بعض آخر من مطالب بالعدالة ومحاربة الفساد إلى فاسدين يعملون في مشاريع وبرامج قامت على اقتصاد الحرب، وأمعنوا في استغلالها أسوأ استغلال.
تفرز الحروب كثيراً من البشاعة ويصبح لها اقتصادها القائم على استمرارها وعلى الظروف التي تخلقها، لكن ما حدث في سوريا يفوق المعتاد. لقد أظهرت هذه الأزمة تجذّر مشاكل تهميش المرأة التي يرزح مجتمعنا تحت وطئتها، وعمق تأصل العنف في سلوكنا في كل الحلقات الاجتماعية، وتفوق الهوية الدينية والمذهبية والعرقية على الهوية الوطنية التي كان من المفترض أن تجمعنا جميعاً. تلك المشاكل ليست سياسية وحسب، بل هي مشاكل اجتماعية تحتاج إلى علاج مديد، ويتطلب ذلك ثورة اجتماعية حقيقية تعيد صياغة هذه البنى.
في أحسن السيناريوهات سيتنحى بشار الأسد، وقد يحاكم هو وزمرة من الناس الذين عملوا معه في حربه تلك. لكن البادي للعيان لا ينبئ بأننا سنكون على قدر المسؤولية، ولن نستطيع الانتقال بسوريا إلى حال أحسن، وأن الحرب التي نشبت عرّتنا بحيث لم نعد قادرين على الإيمان بأنفسنا كأمة تستطيع صياغة عقد اجتماعي جديد، حيث يفاقم غياب الوعي والأدوات من حدة الأزمة بشكل مخيف.
