أصبح من المسلم به منذ زمن وجوب حصول شكل ما من التفاهم الدولي قبل أي مفاوضات بين الفرقاء السوريين، وقد كان هذه التفاهم صعب المنال دائماً، ولكن ثلاثة عوامل حدثت خلال العام الماضي جعلت التواصل بين القوى الدولية ممكناً، وهذه العوامل هي: صعود تنظيم الدولة كعدو مشترك، وذوبان الجليد في العلاقات الأمريكية الإيرانية، والتدخل العسكري الروسي في سوريا.
خلافاً لبعض التحليلات، أثبت التدخل الروسي قدرته على قلب الموازين العسكرية داخل سوريا، فخلال مفاوضات جنيف 3 وفيما يشبه الفخ، أطلقت القوات السورية بغطاء من الطيران الروسي حملة عسكرية ضخمة على حلب، استطاعت فيها فك الحصار عن مدينتي نبل والزهراء، ولتتجه لاستعادة الريف الشمالي خلال فترة وجيزة، كما كشفت في الوقت ذاته ضعف الدفاعات الهندسية والتكتيكية للمعارضة المسلحة بالرغم من سيطرتها على هذه المنطقة لسنوات. وتظهر الحملة العسكرية أن لها عدة أهداف: حماية المنطقة العلوية الساحلية، ودفع الثوار بعيداً عن المدن الكبرى، وقطع خطوط الإمدادات الخارجية لهم. وهو ما حققته روسيا إلى اليوم إلى حد كبير.
من الأكثر ترجيحاً أن تكتفي حملة النظام السوري بمحاصرة مدينة حلب وحصارها ومن ثم التعامل معها كجيب معزول مشابه لحالة الغوطة الشرقية، ولكن يبقى الأخطر أن تفقد كتائب المعارضة جبهاتها مع تنظيم الدولة الإسلامية في حلب لصالح النظام السوري، وحينها سيكون النظام الشريك الوحيد في محاربة التنظيم، في حين ستبقى المعارضة محصورة في إدلب وريف حماه مع جبهة النصرة.
أتى إعلان الهدنة بتوافق روسي أمريكي، ويمكن القول إن هناك عاملين أساسيين وراء هذا الاتفاق، أولاً الرضا الروسي عما حققه النظام السوري في حملته الأخيرة على حلب يجعله لا يمانع ببعض الراحة، ويقيه من تكاليف الاستمرار بمواجهة الغضب التركي السعودي، وثانيهما الإحراج الأمريكي من الانطباع بأن روسيا تلاعبت على أمريكا في جنيف.
بالرغم من كون الهدنة كانت مطلباً ملحّاً للفصائل المعارضة التي أنهكتها الحرب، إلا أن قراءة متأنية للبيان تشي أن الهدنة لمصلحة روسيا والأسد إلى حد كبير؛ فالبيان يؤكد تسليم واشنطن دفة قيادة مسار الحل النهائي لموسكو، كما يصدر جيش النظام السوري على أنه القوة الشرعية الوحيدة للدولة السورية، كما فصل مسار وقف إطلاق النار عن المسار التفاوضي. ويضاف إلى ذلك أن التداخل ما بين النصرة وفصائل المعارضة في شمال سوريا سيعفي النظام عملياً من مسؤولية الخروقات المتعمدة للهدنة. وأخيراً تهدد الهدنة باندلاع حرب أهلية داخل فصائل المعارضة نفسها على خلفية الموقف من جبهة النصرة.
يجب على المعارضة أن تضغط حتى يراعي قرار وقف إطلاق النار هواجسها وإشكالاتها، كما يجب على كتائب المعارضة أن تحاول أن لا تخسر جبهاتها مع تنظيم الدولة تحت أي ظرف، فوفقاً للظروف الدولية الحالية، يعتبر قتال تنظيم الدولة الطريقة الوحيدة لكسب الشرعية الدولية، وخسارة المعارضة لهذه الجبهات يعني خسارتها لآخر منافذها على الشرعية الدولية.
