أسامة الحسين أحد مؤسسي المجلس المحلي في سراقب وريفها وأحد العناصر البارزة في عمل المجالس المحلية في ريف إدلب منذ بدايات تشكيل المجالس المحلية منذ أربع سنوات. عمل أسامة الحسين على دعم المجلس المحلي في مدينته وتطويره من أجل دعم الثورة السورية وتمكينها في القطاع المدني. يشغل حالياً منصب مسؤول العلاقات والتواصل في المجلس المحلي في سراقب وريفها.
عمل أسامة الحسين قبل الثورة في مؤسسة عمران بحلب، وكان أحد الثوار الأوائل في مدينة سراقب التي تحمل تاريخاً وإرثاً ثورياً حتى قبل بداية الثورة في آذار 2011.

ما هي أهم العوامل التي ساعدت المجلس المحلي في سراقب وريفها على التطور والاستمرار؟
هناك العديد من العوامل، من أهمها مصادر التمويل الداخلية. بالإضافة إلى بناء علاقات سليمة مع المجتمع المحلي بمختلف مكوناته. وكان بناء هيكلية إدارية واضحة للمجلس المحلي الدور الكبير في إعطاء الصبغة المؤسساتية على عمل المجلس، خاصة بنقل المجلس من عمل مجموعة تطوعية إلى الاعتماد على العمل المؤسساتي.
ما هي مصادر التمويل للمجلس المحلي؟
يعتمد المجلس في تمويله على مصدرين:
– الداخلي: الإيرادات والجباية من المواطنين؛ كجباية الهاتف والمياه والكهرباء. وهي المصدر الأساسي والتي يعتمد عليها المجلس في استمرارية العمل في المؤسسات الخدمية.
– الخارجي: وتشمل الدعم المقدم للمجلس من الجهات المانحة.
ما هي أهم المشاريع التي قام بها المجلس المحلي في سراقب؟
أهم المشاريع التي قام بها المجلس المحلي هي:
– برنامج بالأخضر والذي عمل على تأمين الآليات الأساسية لعمل المجلس بشكل أساسي.
– برنامج الصرف الصحي وترحيل الأنقاض – المجلس الديمقراطي: كان مشروعا رائدا على مستوى سوريا، إن كان من حيث نوعية المشروع أو من ناحية التنفيذ.
– مشاريع ضخ المياه وشبكة الكهرباء – صندوق الائتمان: العقود موقعة منذ سنتين والآن هي في مرحلة التنفيذ.
– مشاريع الأفران – البرنامج الإقليمي السوري
– مشروع المولدات – البرنامج الاقليمي السوري: هو أحد المشاريع الرائدة على مستوى سوريا ويهدف إلى أن يصبح تأمين الكهرباء الأساسية (الأمبيرات) جزءا من عمل المجلس المحلي في سراقب وريفها.
هناك بعض الاعتراضات التي نسمعها بين الحين والآخر على عمل المجلس المحلي، ما هي أسبابها وكيف يتعاطى المجلس المحلي معها؟
غالبية الاعتراضات على عمل المجلس تكون اعتراضات خدمية تهدف إلى تحسين الخدمة المقدمة من قبل المجلس المحلي إلى المواطنين الموجودين في سراقب وريفها. بعض هذه الاعتراضات فردية تكون بسبب انقطاع الماء أو سوء نوعية الخبز ليوم من الأيام، أو جماعية مثل مشكلة مولدات الكهرباء (الأمبيرات). يقوم المجلس بالاستماع لتلك الاعتراضات ويعمل على حلّها بشكل يومي. أما بالنسبة للاعتراضات الكبيرة فهي تشكل الدافع الذي يعمل المجلس المحلي على حلها مثل مشروع مولدات الكهرباء (الأمبيرات) والذي يقوم المجلس بتنفيذ مشروع متكامل من أجل حلّ المشكلة.
الاعتراضات على المجلس هي مؤشر إيجابي على قبول الناس بالمجلس كجهة مدنية خدمية وحيدة. وتفاعل المجلس خلال السنوات السابقة مع طلبات سكان سراقب وريفها هو ما أعطى الشرعية لعمل المجلس.
ما دور الدعم الذي تقدمه الجهات المانحة في تقوية شرعية المجلس المحلي في سراقب وريفها؟
الجهات المانحة قدمت دعماً لجزء كبير من المشاريع التي قام بها المجلس المحلي في سراقب وريفها، وخاصة فيما يخدم البنية التحتية، بالإضافة إلى بعض الأعمال الإغاثية. ومن خلال الدعم المقدّم من الجهات المانحة استطاع المجلس المحلي تلبية العديد من احتياجات المواطنين وتسهيل الحياة لهم، على الرغم من ما تعانيه المدينة من عمليات قصف من قبل طيران النظام ومؤخراً سلاح الجو الروسي ضدّ أحياء المدنية. وقد ساهم تقديم الخدمات على الرغم من الصعوبات في كسب المجلس لثقة المواطنين في عمله.
كما حاز المجلس المحلي في سراقب وريفها على ثقة الجهات المانحة أيضاً؛ من خلال بنية العمل المؤسساتي ضمن المكاتب والمؤسسات المختلفة التي يتكون منها المجلس، بالإضافة إلى احتوائه على كوادر مدربة خاصة في إدارة المشاريع والعلاقات العامة.
هل هناك ضرورات لتطوير كوادر المجلس المحلي سواءً إدارياً أو مهنياً؟
المجلس المحلي حاز سابقاً على العديد من التدريبات في مجال العمل الاداري والمؤسساتي مما ساعده على رفع جودة المشاريع التي يعمل عليها. ولكن الوضع في سوريا حالياً وبسبب الحرب يضطر بعض الكوادر للنزوح، مما يستوجب استبدالها بكوادر جديدة. بالإضافة إلى توسع أعمال المجلس الذي يحمله إلى إضافة كوادر جديدة تحتاج لتدريب إداري من أجل مزاولة الأعمال الموكلة إليهم.
يوجد أيضاً التمكين الإداري أو التدريب على المهارات القيادية، هناك حاجة أساسية لتدريب الكوادر الشبابية الصاعدة بالمهارات القيادية جنباً إلى جنب مع القدرات الإدارية والخبرة المكتسبة من أجل مساهمتهم أكثر في توطيد عمل المجلس المحلي. وهذا الشيء تحتاجه جميع المجالس على مستوى سوريا.
كما يسعى المجلس المحلي في سراقب وريفها، وبسبب احتوائه على العديد من الكوادر المدربة القادرة على التدريب، إلى تطوير المجالس الأخرى عندما تطلب المساعدة ونقل الخبرة إليها.
بكالوريوس في إدارة أنظمة المعلومات من المعهد العالي لإدارة الأعمال في دمشق عام 2007. متطوع في عدد من المجموعات التي تعنى في اللاعنف والمقاومة المدنية في سوريا. أحد مؤسسي الدفاع المدني السوري عندما كان يعمل في وحدة تنسيق الدعم.

انما هناك اعتراض لم يتم حله لحد الآن في مجلس سراقب ويناقض العمل المؤسساتي والحرية
مجلس سراقب ينتحل شخصية الريف ويتكلم باسمها ويعتمد ضمن تشكيل المجلس مكتب باسم مكتب الريف
ولايتم الرجوع للمجالس المحلية لترشيح الشخص المناسب لهذا المكان انما يتم بتعيين من المجلس بسراقب وهذا احد انواع الاستبداد بالرأي
أما بالنسبة للانجازات الباهرة فهي لمدينة سراقب
فاين نصيب الريف من المشاريع خلال الفترات السابقة وماهي الانجازات؟سؤال يطرح نفسه
