منذ ست سنوات تعرض المقر المشترك لمركز توثيق الانتهاكات، مكتب التنمية المحلية ودعم المشاريع الصغيرة ومجلة طلعنا عالحرية في مدينة دوما (في الغوطة الشرقية شمال العاصمة السورية دمشق) للاقتحام من قبل عناصر مسلحة قاموا باختطاف أربعة من المدافعين عن حقوق الإنسان، رزان زيتونة، وائل حمادة، سميرة خليل وناظم حمادي. تغيرت الأطراف المسيطرة وهجر عشرات الآلاف ولايزال مصير زملائنا مجهولا حتى اليوم.
لأجلهم ولأجل آلاف المغيبين والمعتقلين في سوريا، نجدد اليوم، نحن المنظمات الموقعة أدناه، التزامنا بالعمل بكافة السبل الممكنة للكشف عن مصيرهم والدفاع عن حقوقهم في العدالة والمحاسبة، ومحاربة الإفلات من العقاب، كشرط ضامن أساسي لبناء دولة ديمقراطية قائمة على فصل السلطات وحماية حقوق الإنسان والمواطنة، يسودها القانون في سوريا.
وبينما تتواصل الجهود سعيا نحو الحقيقة والعدالة ومحاسبة مختطفيهم ومرتكبي كبرى الجرائم ضد الإنسانية في سوريا؛ تواصل سلطات الأمر الواقع على امتداد الأراضي السورية تمسكها بسياسات الخطف والإخفاء القسري والاعتقال التعسفي طريقة اساسية لإخفاء جرائمها بمزيد من الجرائم. ومع استمرار ممارسات التغييب ضد مدافعين عن حقوق الإنسان في سوريا من قبل أطراف الصراع، تتسارع الخطوات نحو الحل السياسي.
إلى هذا، نذكر الجهات والدول الضامنة لمفاوضات الحل السياسي في سوريا أن الكشف عن مصير المفقودين، إطلاق سراح المعتقلين وضمان العدالة ومحاسبة مرتكبي كبرى الجرائم ضد الإنسانية، يمثل الضمان الأمثل لوضع حد لثقافة الإفلات من العقاب، ووضع حجر الأساس الأول لإرساء أي شكل من أشكال الاستقرار والسلام المستقبلي في سوريا والمنطقة.

- متابعتنا السعي للدفاع عن حقوق كافة المواطنين السوريين الأساسية والسعي نحو كشف الحقيقة وإرساء العدالة والعمل لمحاسبة المسؤولين عن الجرائم الأكثر خطورة.
- متابعتنا السعي لإرساء آلية محاسبة شفافة وعادلة ووطنية بضمانات دولية تنظر في الجرائم وضمان المحاسبة والتعويض، وعدم التكرار، كضامن أساسي لقيام سلام مستدام في سوريا.
- مطالبتنا الدول والجهات الضامنة لخطوات بناء الحل في سوريا بتحمل مسؤولياتها تجاه انتاج حل سياسي يؤسس للسلام المستدام من خلال؛ إعطاء الأولوية لخطوات بناء الثقة وعلى رأسها الكشف عن مصير المغيبين والمعتقلين في سوريا، الضغط على كافة أطراف الصراع للالتزام والتعاون.
