11 دولة من خارج أوبك تعلن خفض إنتاج النفط
أعلنت وكالات عالمية عن اتفاق وافقت فيه 11 دولة من منتجي النفط من خارج منظمة الدول المصدرة للنفط (أوبك) على خفض إنتاجها من النفط بمعدل 558 ألف برميل يوميا، وذلك اعتبارا من الأول من يناير/كانون الثاني المقبل.
وأكد رئيس أوبك وزير الطاقة القطري محمد بن صالح السادة أن 11 دولة من خارج أوبك اتفقت على تخفيض الإنتاج بمعدل 558 ألف برميل يوميا، وأشاد في ختام اجتماع في فيينا بـ”التوصل إلى اتفاق تاريخي”.
وأوضح السادة أن المنظمة ستواصل العمل لإقناع منتجين آخرين ليسوا أعضاء في المنظمة بالمساهمة في هذا الاتفاق، وسقف الـ558 ألف برميل يعد أدنى قليلا من هدف ستمئة ألف برميل الذي كانت أعلنته أوبك في اجتماعها الأخير في 30 نوفمبر/تشرين الثاني.
وستكون روسيا أبرز الدول المساهمة، وسبق أن أعلنت أنها ستخفض إنتاجها بمعدل ثلاثمئة ألف برميل يوميا، كما ستشارك دول أخرى بالتخفيض، وهي المكسيك وكازاخستان وماليزيا وسلطنة عمان وأذربيجان والبحرين وغينيا الاستوائية وجنوب السودان والسودان وبروناي.
من جهته، أكد وزير الطاقة الروسي أن اتفاق اليوم يوضح التعاون بعيد المدى بين أوبك والدول غير الأعضاء بالمنظمة، بينما قال وزير النفط العماني محمد بن حمد الرمحي إن بلاده ستخفض الإنتاج بمعدل 45 ألف برميل يوميا.
وأعرب وزير الطاقة السعودي خالد الفالح عن اعتقاده أن الالتزام وتطبيق ما تم الاتفاق عليه سيكون كبيرا، مشيرا إلى أن بلاده قد تكون مستعدة لخفض الإنتاج دون عشرة ملايين برميل يوميا.
ومن شأن الاتفاق -إن تم- أن يخفض بنحو كبير تخمة المعروض من النفط في الأسواق العالمية، ويقلص من حجم احتياطات الدول المستهلكة للنفط من كميات الخام لديها.
وقد سبق ان صرح ترامب حول رغبته في فتح جميع الأراضي والمياه التابعة للولايات المتحدة أمام شركات التنقيب عن النفط والغاز دون قيود في دعوة صريحة لزيادة مستوى الإنتاج الأمريكي، وذلك قد يكون كفيلاً بتقويض كل جهود منظمة أوبك
كانت أسعار النفط الخام قد تراجعت منذ منتصف 2014، من 120 دولارا للبرميل إلى حدود 27 دولارا مطلع العام الجاري، قبل أن يصعد إلى حدود 55 دولارا في الوقت الحالي.
